Deloitte is seeking a qualified candidate to serve as a short-term Legal Consultant in support of the USAID/ Ukaid Health Reform Support (HRS).
Period of Performance: April 2021 – September 2021
Level of Effort: 60 working days
Project Description
The purpose of the USAID Health Reform Support (HRS) is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Background/Objective
The HRS is seeking a qualified Legal Consultant to support project’s activities related to developing the recommendations for introducing transparent procedures on setting tariffs for paid services at the municipal healthcare facilities – not-for-profit enterprises.
Responsibilities
Duties and responsibilities will include, but will not be limited to:
- analyzing the effective legislation related to paid services at the municipal healthcare facilities- not-for-profit enterprises
- developing recommendations for introducing transparent procedures on setting tariffs for paid services at the municipal healthcare facilities – not-for-profit enterprises
- presenting recommendations
- providing inputs for technical documents related to the implementation of health financing reform
- analyzing regulatory framework of health financing upon request
- providing other legal support, as requested by the HRS.
Qualification requirements
- Master’s degree in Law
- No less than three years of proven working experience as lawyer, experience in health area and with technical assistance projects is an asset
- Knowledge of law-making techniques and state policy analysis
- Understanding of Ukraine’s health system and reform concepts will be an asset
- Strong communication and negotiation skills
- Experience in drafting and supporting laws and regulations
- Ability to work in a team
- Excellent planning and time management skills
- Full command of Ukrainian and English.
