Deloitte is seeking for short-term Consultant in Emergency response resource management to support the MOH in building a national framework on healthcare preparedness for emergency response.
Period of Performance: May 2021 – September 2021
- Project Background and Summary:
The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
- Objective
The Consultant will provide technical expertise in development and improvement of legal framework on emergency response stockpile management on different levels
- Tasks:
- analysis of current legislation on stockpile management on emergency response related goods (PPE, antidotes, health products etc.) on a local and facility level
- development of amendments to Gocernmental Decrees ##775 and 368
- support of the relevant MOH` working group and processing of its developments and recommendations
- development of methodology on stockpile management, refill and needs calculation based on public health risks and indicators
- development of recommendations on mechanisms of procurement of related health products
- Qualification requirements:
- Masters/PhD Degree in Medicine / Public Health / Epidemiology / Health Administration or other related areas
- No less than 5 years of experience in public health program management
- Successful experience in legislation development on public health
- Deep understanding of legislation in the areas of healthcare, emergency response and civil protection, including health financing systems
- Experience of work with local health care providers, national and regional health care authorities
- Experience in the development of guidelines, strategies for health
- Excellent presentation skills
- Excellent organizational skills
- Good writing and communication skills in English and Ukrainian
