Deloitte is seeking a short-term Legal Consultant in support of the USAID Health Reform Support (HRS).
Period of Performance: May 2021 – September 2021
Project Background and Summary:
The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
Objective
The Legal Consultant will provide technical expertise in Law to the MOH in building a national framework on health care preparedness for emergency response (including COVID-19 response).
Tasks:
- provide legal assessment of proposed emergency response actions
- develop technical documents (reports, guidelines, analytical notes etc.) related to health and corporate law
- draft legislative documents (amendments, laws etc.) for the national level
- coordinate collaboration with the Parliament’s committees, Ministry of Justice, and other national stakeholders
- provide technical inputs for the development of technical documents
- draft letters, replies, clarifications etc.
- provide other legal support as requested by the MOH
- respond proactively to requests by USAID Health Reform Support
- provide other services upon common agreement
Qualification requirements:
- Master’s Degree in Law
- Understanding of Ukraine’s health system and reform concept
- Knowledge of international best practices in public health and health systems
- No less than 5 years of experience in Ukraine’s health system or in the international technical assistance projects in health sector
- Experience of work with local health care providers, national and regional health care authorities
- Experience in the development of guidelines, strategies for health
- Excellent organizational skills
- Good writing and communication skills in Ukrainian.
