Deloitte is seeking a qualified candidate to serve as a CPD Evaluation Expert at a medical academy of postgraduate education in support of the USAID Health Reform Support (HRS). 

Period of Performance: June – September 2021

Level of effort: 40 days

Project Background and Summary:

The purpose of the USAID/UKAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

Objective:

CPD Evaluation Expert at a medical academy of postgraduate education will:

  1. evaluate the effectiveness of continuing professional development(CPD) activities for physicians of three specialties: 1) communicable diseases, 2) anesthesiology and intensive care and 3) general practice and family medicine at a tertiary education institution.
  2. identify criteria for the costing of different types of CPD activities per student at a medical academy of postgraduate education.

Scope of services:

 1. The evaluation is expected to include the following sections (but may not be limited to them):

  • The list of CPD activities at each department:
    1. Topics, relevance, compliance with industry standards in health, recent research, frequency of updates.
    2. Type of CPD activities (in-person, remote using electronic technologies in real-time (online) or with access to training materials at a time convenient for doctors (offline), as well as a combination of in-person and remote activities).
  • Verification of the results of the institutionalization of curricula for the above specialties in September 2020 – March 2021 (not less than 30% of training activities) that includes the following:

- availability of training materials for the curriculum

- availability of packages of training materials for the relevant courses

- documentation of in-person and remote training, as evidenced by relevant links/documents

- exam protocols with results

- interviews with students.

  • The capacity of the institution to conduct remote training and deliver on-site courses:   

- availability of appropriate technical means/equipment

- links to packages of training materials for the relevant online courses

- documentation of remote training, as evidenced by relevant links

- timesheets that confirm on-site visits of the faculty members.

  • Review of curricula:

- of in-person training events for doctors, including the analysis of the on-site short-term training courses curricula

- of online training events for doctors

- of offline training events for doctors (with access to training materials at the time convenient for them).

 The review of curricula should also include the availability of appropriate technical means/equipment for the remote training, links to training packages for relevant courses, etc.

  • Location of clinical departments of the above three specialties and analysis of their capacity to provide treatment, diagnosis and training in a healthcare facility for training, retraining and advanced training of health professionals (according to the CMU Resolution as of 12.28.2020 No. 1337 “On approval of Regulations on the organization of the educational process in healthcare facilities by research and teaching staff of medical universities”, MOH order as of 01.29.1998 No. 12 “On approval of TOR for clinical residency and Regulations on the treatment provided by employees of clinical departments, approved by the head of the tertiary education institution”).

2. Identifying criteria for the costing of different types of CPD activities per student in three selected specialties.

For the analysis of costing criteria, CPD events conducted in 2020 and the 1st quarter of 2021 should be used. An analytical report shall be prepared based on the results of the evaluation. Both individual experts and companies/organizations may apply.

Criteria for the costing of CDP activities can be identified, in particular, the following ways:

- by comparing the cost of the activities in the academy under evaluation to similar activities of other educational institutions and other CDP providers;

- by analyzing the compliance with the Procedure for providing paid educational services by public and municipal educational institutions, approved by the MOES, MOE, MOF as of 07.23.2010 No. 736/902/758 and registered in the MOJ on 11.30.2010 No. 1196/18491;

- by considering such factors as the average number of students, the duration of the event, the number of faculty members involved, the equipment required for the event, and by comparing these data to the data of other providers.

Qualification requirements:

  • Master’s Degree in Health, Social Studies, Public Health, Finance, and other related areas 
  • Good knowledge of the medical education system 
  • Good understanding of the health reform processes in Ukraine
  • Skills and experience of auditing, evaluation of educational institutions and curricula
  • Solid experience in preparing analytical reports/evaluation/analysis in the health workforce/medical education area 
  • Strong communication and negotiation skills, experience in developing and delivering workshops 
  • Ability to work in a team
  • Excellent planning and time management skills
