Job Title: Short Term Expert: Qualification development
Expected Start Date of Assignment: June 2021
End Date of Assignment: 31.03.2022
Working time: 80 days, 8 hours a day, between 14.6.2021 – 31.3.2022
Fee: 180-250 € / working day, depending on the expertise of the candidate. The expert is expected to cover any necessary tax, pension and insurance costs (FOP).
Duty Station: Mostly at the EU4Skills Office, 20 Velyka Zhytomyrska St, 01001 Kyiv.
Citizenship: Ukrainian

Project: Finnish National Agency for Education (EDUFI) is looking for a Short Term Expert on Qualification Development for the EU4Skills: Better Skills for Modern Ukraine project co-financed by the European Union and its Member States.
EU4Skills supports the reform of Vocational Education and Training (VET) in Ukraine. The aim is to make training more responsive to the labour market needs and help young people and adults to live up to their potential.
The EU4Skills project supports the reform of vocational education and training in Ukraine. EU4Skills is a multi-donor action of the European Union (EU) and its member states Germany, Finland, Poland and Estonia. The EDUFI is responsible for the implementation of Finland’s contribution. Finland will contribute to the following four result areas of the project: development of qualifications, curriculum development, teacher training and school manager training.
Job Description: The Short Term expert is contracted by the EDUFI. The project is piloted in 7 focus regions: Zaprizhzhya, Vinnytsya, Lviv, Mykolaiv, Poltava, Rivne, and in Chernivitsi oblast, and therefore, some domestic travelling might be required.
- Participation in the work of development of occupational standards
- Training the members of occupational standard working groups
- Supporting the members of working groups in preparing the draft occupational standards
The Candidate is expected to have:
- Minimum two (2) years of experience in educational and methodological support to the VET institutions
- Experience and proven competence in development of draft occupational standards
- Minimum five (5) years of experience in scientific and analytical work in the field of vocational education and training (VET)
- Experience in development of competence-based VET standards
- Excellent cooperation, interaction and digital competences
- Fluency in English is considered as an asset
Selection process and conditions of contract: He/she will be contracted on the EDUFI rules through an open tender procedure. Successful applicant will be an independent consultant and undertake full responsibility for the payment of all taxes and obligations deriving from the legislation in force, including for those related to medical and social insurance.
