Регіональний координатор з питань комунікації/ Regional Communications Coordinator

Deloitte is seeking a qualified candidate to serve as Regional Communications Coordinator for the Health Reform Communication Stream in support of the USAID Health Reform Support (HRS).

Period of Performance: July 1, 2021 – September 30, 2021

Level of Effort: full-time

Project Background and Summary:

The purpose of the USAID/UKAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Background/Objective

Regional Communications Coordinator (RCC) will coordinate health reform communications efforts/interventions in the regions of Ukraine. RCC will work closely with Ministry of Health of Ukraine and coordinate with National Health Service of Ukraine.

 Scope of Services:

• design and coordination of communication activities in the regions
• regional stakeholders’ outreach support
• organization of public events and off-the records
• development of message boxes, press releases, news, statements, Q&A, briefs
• communication with Media
• support of crisis communication
• support production of information materials: print, video etc.
• ensure the smooth and efficient day-to-day operation of the stream components
• conduct analysis of the stream’s data on weekly basis
• develop data visualization and presentation based on analyzed campaign data
• reporting
• perform other tasks related to the stream, if needed.

 Qualification requirements:

• no less than 5-years of proven work experience as Communications (PR) Specialist/Manager
• deep knowledge of regional Media and minimum 3-years experience in close cooperation with them
• strong coordination skills and proven experience in coordination efforts of different stakeholders
• proven experience in communication/cooperation with regional state authorities
• understanding of Ukraine’s health system reform will be an asset
• any reform communication support experience will be an asset
• PR Agency and state authorities experience will be an asset
• professional proficiency in Ukrainian and English with demonstrated good writing skills
• excellent interpersonal communicational and organizational skills
• ability to work independently, meet deadlines and prioritize competing responsibilities
