Deloitte is seeking a qualified candidate to serve as a short-term Public Health Financing Consultant in support of the USAID Health Reform Support (HRS).
Period of Performance: June – September 30, 2021
Level of Effort: 50 business days
Project Description
The purpose of the USAID Health Reform Support (HRS) is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Background/Objective
The Public Health Financing Consultant will support HRS activities related to developing recommendations on public health financing approaches, based on the adopted Public Health Law.
Scope of Services
- analyze the effective legislation and existing financing approaches related to public health
- develop the recommendations on public health financing approaches based on the Public Health Law
- prepare presenting materials based on recommendations
- prepare financial, technical and economic justifications for the developed approaches as part of law-making process
- contribute to the development of technical documents related to the implementation of public health financing reform
- analyze the regulatory framework on public health financing upon request
- provide other technical support, as requested by the HRS
Requirements
- Master’s degree in Economics, Health Economics/Health Finance, Public Health Economics, Applied Health Finance, Statistics, or other related quantitative field of analysis
- no less than five years of proven work experience in health financing, experience in technical assistance projects is preferred
- knowledge of law-making techniques and state policy analyses
- understanding of Ukraine’s health system and reform concepts will be preferred
- strong communication and negotiation skills
- experience in drafting and supporting laws and regulations
- ability to work in a team
- excellent planning and time management skills
