Competitive Economy Program

Chemonics International, a global consulting and international development firm, seeks a Business Enabling Environment (BEE) Team Leader, full-time position, for the USAID-funded Competitive Economy Program (CEP). CEP is a five-year program to increase the competitiveness of startups and small and medium-sized enterprises (SMEs) in Ukraine, as well as to increase the competitiveness of Ukrainian products in foreign markets, through a combined focus on improving Ukraine’s business enabling environment, increasing private sector competitiveness, increasing access to finance and investments, promoting exports, and facilitating trade. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

The BEE Team Leader supports development and implementation of program activities at the central and local level to improve the competitiveness of Ukraine’s economy and its firms and to facilitate trade. In coordination with other program teams, the Team Leader guides a team of staff specifically to improve policy making, development and implementation of laws and regulations, streamlined government systems and processes, public/private sector consultations, transparency and accountability, and rankings in indices such as the municipal competitive index and World Bank Doing Business, among other initiatives. Specifically, the Team Leader supports analysis of draft laws registered in the Verkhovna Rada that are important to economic development, business climate, investment attraction, and development of SMEs.

The BEE Team Leader will cooperate with a variety of local stakeholders representing the Government of Ukraine, private sector, organizations, and other donor-funded programs to advance competitiveness and trade through direct technical assistance, targeted training programs, workshops, grants, surveys, and other forms of support.

The BEE Team Leader’s responsibilities will include, but are not limited to, the following:

  • Advise the COP/DCOP on priority initiatives and strategic direction of the program, namely BEE activities.
  • Leader planning, and guide and manage implementation, of BEE activities as defined in the program contract and approved work plans, as they may be amended from time to time.
  • Ensure that all activities are executed in a timely manner in close cooperation with all stakeholders and program staff. Illustrative tasks include but are not limited to:

– Direct technical assistance to government counterparts and other stakeholders.

– Preparation and review of technical scopes of work for consultants, grants, subcontracts, surveys, and other support as required in support of BEE activities.

– Monitor, guide, and support members of the BEE team and activities.

– Supervise and coordinate tasks of consultants, grantees, subcontractors, and others supporting activities in support of BEE.

– Facilitate the planning and implementation of meetings, training programs, workshops, and other events in cooperation with government counterparts, local stakeholders, other donors and programs, and other program staff.

– Identify solutions to challenges, opportunities to advance reforms, and increased coordination and collaboration with government counterparts, local stakeholders, and other donors and programs.

– Coordinate regularly with other program technical teams.

– Advise and support strategic communications relating to BEE activities.

– Cooperate with the collection of performance data, monitoring and evaluating performance, and identification of lessons learned.

  • Contribute to enhanced dialogue between the Government of Ukraine, private sector, and local organizations, and other donors and programs in support of program initiatives.
  • Contribute in a timely manner to program annual work plans, MEL plans and reports, success stories, newsletters, reports (weekly, quarterly, and annual), and routine requests from USAID and the program implementer.
  • Participate in regular meetings with USAID, government counterparts, other local stakeholders, COP/DCOP, and other program staff as required.
  • Perform other tasks as assigned by the COP/DCOP consistent with the BEE Team Leader qualifications, this Scope of Work, and the general requirements of the program.

The required and/or preferred qualifications for the BEE Team Leader position are:

  • Advanced degree in law, economics, or related field required.
  • At least five years of experience working in Ukraine with the government, non-governmental organization, private sector, and/or donor or donor-funded program on BEE-related reforms required. Experience with policy making, development and implementation of laws and regulations, streamlining government systems and processes, facilitating public/private sector consultations, increasing transparency and accountability, and/or improving performance in international indices required.
  • Experience serving in a leadership role on projects with a related scope of work preferred.
  • Demonstrated professional excellence.
  • Strong oral and written communication skills in English and Ukrainian required.
  • Effective cross-cultural interpersonal skills and demonstrated ability to resolve high-level program issues with program staff, USAID, government counterparts, local stakeholders, and donor and program representatives.
  • Demonstrated leadership, versatility, and integrity required.
