Alinea International is recruiting a Team Leader for the Capability Planning and Management Reform Initiative for Canada’s Promoting Reform Objectives through Technical Expertise and Capacity Transfer (PROTECT) program. PROTECT is a defence and security sector reform program funded by Global Affairs Canada and implemented in Kyiv, Ukraine. PROTECT provides short-term expert (Ukrainian and international) deployment and capacity to reforms in the defence and security sector. The program responds to the needs of Ukraine’s defence and security institutions and agencies and focuses on building strong analytical approaches in gender equality; women peace and security (WPS); and results-based management into reform initiatives, while lending expertise in the management of reforms.
PROTECT program outcomes are defined as follows:
- Improved governance and democratic accountability of Ukraine’s security and defence sector
- Improved planning, coordination, gender responsiveness and strategic analysis of security and defence sector reforms
- Improved implementation of reforms delivered through the Ukrainian security and defence sector
Under the direct supervision of the PROTECT Program Technical Director and in close cooperation with the Senior Defence Advisor, the Team Leader will be ultimately responsible for the successful execution of the RI and the leadership and management of the team members. This RI is executed in partnership with the Defence Planning Department of the General Staff of the Armed Forces of Ukraine.
Key Responsibilities
The Capability Planning and Management RI Team Lead, under the direct supervision of the PROTECT Program Technical Director, in close cooperation with the Senior Defence Advisor, and in collaboration with the Defence Planning Department of the General Staff of the Armed Forces of Ukraine (J5), will:
- Engage with counterparts within the General Staff and Armed Forces of Ukraine and other Ukrainian and international experts;
- Manage the planning and execution of the RI project and its activities;
- Lead the technical experts within the RI Team;
- Provide senior-level technical advice and expertise to guide the RI project and its activities.
Execute the Capability Planning and Management RI in the following technical areas:
- Capability Based Defence Planning
- Capability Based Assessments and Capability Management
- Scenario Development and Use in Defence Planning
- Strategic Risk Management, Net Assessment, and Capability Determination
- Planning, Programming, Budgeting, and Resource Management
- Program and Project Management and Key Performance Indicators
Key Responsibilities
- Serve as the primary interlocutor for the Capability Planning and Management RI of the PROTECT program to the civilian and military officials of the Government of Ukraine, Embassy of Canada, the international community and civil society, and other components of the PROTECT Program (Engage);
- Ensure efficient, constructive, diplomatic, and professional interaction with counterparts in the Government of Ukraine, international community and civil society, and other components of the PROTECT Program regarding the Capability Planning and Management RI (Engage);
- Support the PROTECT Program leadership in positioning and communicating the results of the PROTECT work regarding the Capability Planning and Management RI (Engage);
- Develop, coordinate, update, and propose to the PROTECT Program Technical Director inputs to PROTECT program management reports for the Capability Planning and Management RI (Manage);
- Develop, coordinate, update, and propose to the PROTECT Program Technical Director proposed approaches and methodologies for the execution of the Capability Planning and Management RI (Manage);
- Develop, coordinate, update, and propose to the PROTECT Program Technical Director resource requirements for Capability Planning and Management RI, to include terms of reference for required technical experts (Manage);
- Plan, execute, and serve on hiring panels for technical experts for the Capability Planning and Management RI (Manage);
- Plan and execute events (workshops, seminars, conferences, etc.), in cooperation with the PROTECT Program Senior Defence Advisor, in concert with the Defence Planning Department of the General Staff of the Armed Forces of Ukraine in accordance with the approved approach and methodology in a manner designed to achieve the objectives of the Capability Planning and Management RI (Manage);
- Ensure compliance), in cooperation with the PROTECT Program Senior Defence Advisor, to the approved approach and methodology for the execution of the Capability Planning and Management RI (Manage);
- Cooperate with the locally-based PROTECT Program Gender Equality Expert to ensure that opportunity for the integration of gender-based analysis in the Capability Planning and Management RI is fully enabled (Manage);
- Cooperate with the locally-based PROTECT Program Results-Based Management (RBM) Expert to ensure that the Capability Planning and Management RI is developed and executed in accordance with RBM principles (Manage).
- Lead, guide, and mentor the technical experts in the assignment and execution of their tasks, individually and as a collective team, within the Capability Planning and Management RI (Lead);
- Ensure technical experts are training on both Gender Based Analysis (GBA+) and Results Based Management (RBM) techniques for use within the Capability Planning and Management RI (Lead);
- Develop and provide standards, templates, tools, and strategies, in cooperation with the PROTECT Program Senior Defence Advisor, to support and guide the technical experts within the Capability Planning and Management RI (Lead);
- Guide and advise the representatives of the Defence Planning Department of the General Staff of the Armed Forces of Ukraine, in cooperation with the PROTECT Program Senior Defence Advisor, in the development and implementation of specific reforms within the context of the Capability Planning and Management RI (Provide expertise);
- Develop relevant products to support the execution of the Capability Planning and Management RI (Provide expertise);
- Review and approve products (briefings and presentations, pieces of research, legislative analysis, strategy and policy papers), in cooperation with the PROTECT Program Senior Defence Advisor, for the Capability Planning and Management RI developed by the technical experts (Provide expertise).
Academic Qualifications and Experience:
Mandatory:
- Knowledge of the security and defence sector of Ukraine and understanding of the organizational structure and activities of the Armed Forces of Ukraine;
- A Master’s Degree in Law, Public Administration, Public Policy, Political Science, International Affairs, and/or relevant area;
- A minimum of 3 years’ experience related to Ukrainian government policy development and/or reforms;
- A minimum of 5 years’ management experience leading teams;
- Ukrainian and English language skills at the professional level.
Desirable:
- Education and/or experience with defence planning and/or resource management, to include capability development and management.
- Skilled in various facilitation methodologies and workshop design and execution;
- Capable of working with and managing government-sensitive information.
