About the PROTECT Project
Alinea International is recruiting Security and Defence Experts for Canada’s Promoting Reform Objectives through Technical Expertise and Capacity Transfer (PROTECT) program. PROTECT is a defence and security sector reform program funded by Global Affairs Canada and implemented in Kyiv, Ukraine. PROTECT provides short-term expert (Ukrainian and international) deployment and capacity to reforms in the defence and security sector. The program responds to the needs of Ukraine’s defence and security institutions and agencies and focuses on building strong analytical approaches in gender equality; women peace and security (WPS); and results-based management into reform initiatives, while lending expertise in the management of reforms.
PROTECT program outcomes are defined as follows:
- Improved governance and democratic accountability of Ukraine’s security and defence sector
- Improved planning, coordination, gender responsiveness and strategic analysis of security and defence sector reforms
- Improved implementation of reforms delivered through the Ukrainian security and defence sector
Key Responsibilities
The Security and Defence Expert is under the contractual supervision of the PROTECT Project Principal and works under the routine guidance of the PROTECT Technical Director. Within the limits established by the PROTECT Project Principal, the PROTECT Technical Director will direct the Security and Defence Expert to support components of specific Reform Initiatives. In doing so, the Security and Defence Expert will work in close cooperation with the relevant Reform Initiative (RI) Team Lead, the Senior Defence Advisor and the Gender Equality (GE) Expert to:
- Research concepts, ideas, principles, practices, and products relating to defence and security sector reform efforts to support the planning, execution, and reporting of the RI and its activities;
- Develop oral and written products relating to defence and security sector reform efforts to support the planning, execution, and reporting of the RI and its activities; and,
- Contribute senior-level technical advice and expertise relating to defence and security sector reform efforts during formal and informal events and other activities within the RI.
Products developed by the Security and Defence Expert will be reviewed and approved by the relevant RI Team Lead to ensure they meet the intended outputs and outcomes of the RI. Most activities will be done remotely but on occasion the Security and Defence Expert will be asked to travel to Kyiv, Ukraine (or another relevant location as approved by the PROTECT Project Principal) to participate in events. Reimbursement for travel expenses will be consistent with the policies of Alinea International and Global Affairs Canada.
Key Responsibilities
- Serve as a senior technical expert, under the leadership of the respective RI Team Lead and in cooperation with the Senior Defence Advisor and GE Expert, on security and defence reform activities.
- Ensure efficient, constructive, diplomatic, and professional interaction with counterparts in the Government of Ukraine, international community and civil society, as well as other components of the PROTECT Program regarding the reform activities.
- Develop, coordinate, update, and propose to the appropriate Reform Initiative Team Lead approaches and methodologies for the execution of the relevant reform activities.
- Cooperate and consult with the locally-based PROTECT Gender Equality Expert to ensure that the relevant RI integrates of gender-based analysis.
- Cooperate with the locally-based PROTECT Results-Based Management (RBM) Expert to ensure that the relevant Reform Initiative is developed and executed in accordance with RBM principles.
- Research, develop, and propose to the appropriate Reform Initiative Team Lead and in cooperation with the PROTECT Program Senior Defence Advisor and GE Expert written products relating to the specific reform initiative for use in the planning, execution, and reporting of reform activities.
- Assist in the planning and execution of events (workshops, seminars, conferences, etc.), under the leadership of the appropriate Reform Initiative Team Lead, in cooperation with the PROTECT Senior Defence Advisor and GE Expert, in concert with the relevant organizations within the Government of Ukraine, in accordance with the approved approach and methodology in a manner designed to achieve the objectives of the specific reform initiative.
- Review and comment on products developed by representatives of the Government of Ukraine, under the leadership of the appropriate Reform Initiative Team Lead and in cooperation with the PROTECT Senior Defence Advisor and GE Expert, for the reform activities.
- Guide and advise the representatives of the Government of Ukraine, under the leadership of the appropriate Reform Initiative Team Lead and in cooperation with the PROTECT Senior Defence Advisor and GE Expert, in the development and implementation of specific reforms activities.
- Ensure compliance, under the leadership of the appropriate Reform Initiative Team Lead and in cooperation with the PROTECT Senior Defence Advisor and GE Expert, to the approved approach and methodology for the execution of the reform initiative.
- Support the PROTECT Program leadership in positioning and communicating the results of the PROTECT work regarding the reforms in the security and defence sector.
Academic Qualifications and Experience:
Mandatory:
- Knowledge of the security and defence sector of Ukraine and understanding of the organizational structure and activities of the Government of Ukraine;
- Master’s degree in Law Public Administration, Public Policy, Political Science, International Affairs, International Relations, or Military Science, or qualifications in a relevant area;
- A minimum of 5 years’ experience in the NATO International Staff, NATO Military Headquarters, or the defence ministry of a NATO member nation;
- A minimum of 3 years’ experience related to government policy development and/or reforms;
- Strong oral and written communications skills;
- English language skills at the professional level.
Desirable:
- Ukrainian language skills
- Skilled in various facilitation methodologies and workshop design and execution;
- Capable of working with and managing government-sensitive information;
- Education and/or experience with defence governance, defence planning, and/or resource management.
