USAID Economic Resilience Activity (ERA), implemented by DAI GLOBAL LLC, empowers business development in eastern Ukraine. The project works in particular with small and medium enterprises (SMEs) in manufacturing and engineering sectors to promote innovations, and expand to new markets across Ukraine, the European Union, and other destinations.
To strengthen ERA monitoring, evaluation and learning, we are looking for a highly qualified MEL Manager in any location where ERA has its offices: Kyiv or Kramatorsk/Mariupol/ Sievierodonetsk. You will ensure that ERA produces and disseminates high quality knowledge, tools, and lessons learned through monitoring, evaluation and implementation experience.
About the job
The MEL Manager will be responsible for all aspects of the monitoring and reporting system including development of ERA indicators. The role will manage and analyze information, prepare M&E reports on progress toward achievement of key results as agreed in the annual work plans. MEL Manager will promote collaboration and effective knowledge exchange among ERA’s local partners and external stakeholders.
The MEL Manager will supervise the team of five Monitoring and Evaluation Officers based in Kramatorsk, Sievierodonetsk and Mariupol and will report to Chief of Party (COP) .
Your main duties and responsibilities will be:
- Ensure that three ERA components have results-based annual work plans with indicators, baselines and targets, established at outcome, output and intervention levels;
- Ensure that evaluations, assessments and other M&E products are designed and implemented in accordance with established DAI’s quality standards, and the results are disseminated in a timely manner to stakeholders in order to improve performance and contribute to wider learning;
- Coordinate effective mechanisms of monitoring the ERA implementation including development of evaluation tools and processes;
- Update and maintain ERA Monitoring, Evaluation and Learning Plan capturing qualitative and quantitative aspects, according to the annual work plans according to the USAID quality standards;
- Identify and formulate evaluation and audit findings, lessons learned from evaluations and studies to be integrated into broader DAI knowledge management;
- Coordinate and contribute into ERA staff and stakeholder’s capacity building based on best practices in DAI rules and guidelines on project cycle, ERA strategic objectives and interlinkages.
Measurable outputs of the work assignment:
- ERA’s AMELP is timely updated and implemented within budgets;
- ERA regularly collects data on its progress, relying on innovative data gathering methods when appropriate;
- Donor and other reports are prepared in line with the DAI standards and accepted practices;
- Effective mechanisms for monitoring, evaluation and reporting on the ERA implementation, including development of tools and processes established in line with DAI rules and requirements;
- ERA staff is timely informed about M&E relevant requirements and guides as well as has opportunities to gain practical skills in M&E;
- Data collection system is designed in a participatory manner;
- Output and outcome level data is captured, documented and reported in a results-based and timely manner;
- M&E activities are designed and implemented in compliance with DAI and USAID standards, the results are disseminated in a timely manner, evaluation recommendations are followed and optimally used;
- All assignments performed in a quality and timely manner.
Performance indicators for evaluation of results:
- Multi-year and annual M&E plans for ERA are fully and timely implemented in strict accordance with DAI rules and procedures;
- Regular reports are developed with a good quality and in a way that reports require addressing of minor comments from USAID or do not get such;
- Monitoring activities are carried out in strict accordance with DAI rules and regulations;
- High quality scores for corporate reporting inputs.

About you
To be successful in this role we expect you to have a proven experience and capability to consult top management executives of Ukrainian small and medium enterprises; solid experience in building sales and export systems in companies; consulting practice and professional coaching and/or mentoring cases for manufacturing and/or engineering companies in their business development efforts.
Moreover, we also expect the following:
Required
- Advanced degree (master’s or PhD) in international studies, statistics, applied math, or related research field is required;
- At least 2 years of experience with USAID data reporting is required;
- Expertise in qualitative and quantitative research methodologies is preferable;
- Experience in survey design and development would be a plus;
- Expertise in database management and data analysis is essential;
- Strong writing and analytical abilities are mandatory;
- Proficiency with Fulcrum and Power BI is a plus;
- Fluent English and Russian/Ukrainian is required.
Desirable
- Good interpersonal skills, and an ability to succeed in a multi-cultural environment;
- Solid leadership and organizational skills including attention to detail and multitasking skills;
- People management skills, experience of supervising a team.
WE OFFER
Contract length: 12-months employment agreement with a possibility of extension until August 2024.
Salary Level: We offer competitive market-based salary level for candidates with relevant experience.
Duty station: Kyiv or Kramatorsk/Sievierodonetsk/Mariupol
