Context:
Under the overall supervision of the Programme Officer (Preparedness and Response), and the direct supervision of the Head of Field Office, the successful candidate will contribute to the implementation of IOM humanitarian response and early recovery efforts in the Eastern Conflict Area of Ukraine.
Core Functions / Responsibilities:
- Assist in the implementation and monitoring of humanitarian response and early recovery project activities.
- Support project specialists in regular reporting (IOM internal, IOM external, UN-related, including 5W and situation reporting), correspondence, publication and presentation materials.
- Provide informal interpretation and written translation (English/Ukrainian, Russian as well) when necessary.
- Take notes at relevant programme events.
- Monitor budgets; verify availability of funds; obtain necessary approvals and on a regular basis update budget related information.
- Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
- Draft status reports, identify shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
- Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentations and other forms of documentation.
- Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;
- Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, other agencies of the United Nations, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the projects.
- Render support to programme visibility as necessary.
- Undertake duty travel within Ukraine, to areas selected for humanitarian response and early recovery programme, on an as-needed basis.
Perform other relevant duties as may be assigned.
Required Qualifications and Experience
Education
- High school degree or equivalent with five years of professional work experience.
OR
- Bachelor’s Degree (preferably in public administration, law, political science, international relations) from an accredited academic institution with at least three years of responsible work experience.
Experience
- Experience in liaising with governmental authorities, national or international institutions, agencies of the United Nations and non-governmental organizations;
- Knowledge of a broad range of subject areas within humanitarian assistance;
- Knowledge of the principles related to project management;
- Good writing skills
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- Experience in humanitarian activities in NGCA is an advantage.
Languages
Fluency in English, Ukrainian and Russian is required.
