Chemonics International Inc. seeks a Public services workstream lead to support the Partnership Fund for a Resilient Ukraine (PFRU) programme. PFRU is a multi-year programme of the Government of Ukraine and five joint financing partners which aims to strengthen Ukraine’s resilience and mitigate against destabilizing influences in eastern and southern Ukraine. The public services workstream lead will oversee the identification, development and implementation of projects to improve local service delivery in PFRU’s target regions in close consultation with government stakeholders, local partners and other donors. This position will be based in Ukraine. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Identify projects under public services workstream, consulting closely with Government of Ukraine stakeholders, local partners, other donors, short-term consultants and civil society on priority needs
- Coordinate with PFRU Research Hub and monitoring, evaluation and learning (MEL) team to align projects with MEL plan and ensure evidence-based geographic targeting and technical design of projects
- Draft scopes of work for projects with clear project deliverables, including alignment with overall PFRU strategy and Theory of Change
- Engage with Government of Ukraine stakeholders on public services matters to ensure alignment with government policies and strategies
- Coordinate with Fund Management Unit, regional directors, and operations and finance teams to ensure projects are financially viable, can be delivered within the required timeframes, are conflict sensitive and incorporate gender equality and social inclusion principles
- Provide technical capacity building and training to grantees and local government administrations where relevant
- Contribute to technical workshops, presentations and stakeholder meetings, as required, in Kyiv and eastern and southern Ukraine
- Coordinate with other donor programmes operating in the target oblasts to ensure complementarity of public services projects
- Provide support to client technical reporting, including drafting public services project summaries
- Conducts regular travel across eastern and southern Ukraine to engage with regional-based staff, partners and stakeholders
Qualifications:
- Bachelor’s degree in public policy, public administration, government and politics, management or another related field; advanced degree preferred
- Minimum of 5years of relevant professional experience
- Demonstrated experience designing and implementing assistance projects to improve local public service delivery, including automation and digitalization of public services
- Proven ability to develop and maintain working relationships with diverse stakeholders, including local and national government partners, local grantees, civil society and other donors
- Familiarity with FCDO rules and regulations or other international development donors preferred
- Strong verbal and written communication skills
- Demonstrated leadership, versatility and integrity
- Fluent English and Ukrainian are required; fluent Russian preferred.
