HEKS/EREP is looking for the MEAL Coordinator is responsible for the overall monitoring and evaluation of activities and projects implemented by HEKS/EPER Ukraine. S/he ensures result-based M&E systems are in place and streamlines throughout each project. Together with the Field Coordinator/Head of Programmes, the MEAL Coordinator designs assessments from methodology, through questionnaires, to the final report. S/he guarantees all MEAL activities are executed in line with donors requirements and within the stipulated timeframe. Assistance and training of programme teams on data collection and MEAL methodology is anticipated.
Main tasks and responsibilities
M&E quality management
- Ensure that HEKS/EPER’s M&E planning and M&E processes are consistent with sectoral standards and external requirements
- Maintain consistency of M&E processes across programs
- Participate in proposal development by selecting indicators relevant to the planned intervention and tools for monitoring progress using existing program strategies
- Use data from across programs to monitor the overall quality and impact of HEKS/EPER’s interventions
- Develop methodologies and data collection tools as per the required standards
Planning of M&E activities
- Prepare the country program M&E plan for baseline, mid-term endline and other surveys and research activities, as well as evaluations to be undertaken as part of ongoing projects
- Prepare and maintain a monitoring plan for country program projects, keeping written evidence of monitoring conducted, its findings and action items
- Provide technical support during project M&E planning, including advice on indicator development and results measurement, development of M&E tools and methodologies.
- Ensure that M&E activities are planned according to the donor requirements and timeline
Data Analysis & Reporting
- Provide routine technical support and results-based monitoring of projects for reporting purposes
- Participate in conducting surveys or other data collection activities (observations, focus groups) in the field where possible
- Conduct data analysis, analyze findings, compile reports and lists of recommendations
- Propose adequate modifications to activities & intervention logic if needed
- Ensure collection and archiving of lessons learnt throughout and at the end of each project
- Compiles all M&E related reports and provides inputs for M&E parts of proposals and other narrative or ad hoc reporting to donors and partners upon request
- Ensure regular reporting of HEKS/EPER’s achievements to Clusters and other coordinating bodies
Other tasks
- Initiate and conducts trainings of programme & M&E staff on M&E tools and methodologies
- Participate in Cluster or agency organized trainings to ensure up-to-date collection methodologies and designs are in place
- Actively monitors the possibilities of joint needs assessments and contributes to their development as well as the actual data collection and reporting
- Assist with and contribute to humanitarian needs assessment
- Other tasks as requested by Line Manager/Direct Supervisor
Competencies & requirements
- Demonstrated technical skills in results-based monitoring, development of CRM (Complaint Response Mechanism) procedures, data quality assurance, capacity building of staff on M&E, as specified in the Duties and Responsibilities above
- Demonstrable experience in managing Monitoring, Evaluation, and Learning on humanitarian projects in Ukraine or abroad
- Experience working with various donors – BHA, DG ECHO, UN – and private/partner funding
- Ability to work independently in a fast-paced environment
- Flexibility and responsiveness to fast-evolving context
- Enthusiasm about fostering a culture of learning and evidence-based adaptive programming
