Position Title: WASH Engineer

Duty Station: Donetsk, Ukraine

Classification: General Service Staff, Grade G6

Type of Appointment: Special Short-Term, Six months with possibility of extension

Estimated Start Date: As soon as possible

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 Context: 

Under the overall supervision of the Chief of Mission and the Programme Officer (Preparedness and Response), and the direct supervision of the Head of Field Office, the successful candidate will contribute to the implementation of IOM’s humanitarian response and early recovery efforts in the Eastern Conflict Area of Ukraine.

Core Functions / Responsibilities: 

  1. Assist the Programme Officer (Preparedness and Response) and the Head of Field Office in the implementation of project components.
  2. Identify new WASH-related needs in target areas and formulate technical recommendations for the drafting of response options.
  3. Conduct field visits to targeted sites to assess the rehabilitation needs and prepare/support the preparation of the Bill of Quantities.
  4. Liaise with selected Implementing Partners (IPs), as applicable, concerning the implementation of rehabilitation works and provide all necessary technical support.
  5. Monitor the implementation of rehabilitation works conducted by the selected contractor (construction company) to ensure they meet the quality standards foreseen by the contract.
  6. Coordinate with IOM’s Logistics and Procurement Unit on all issues related to the formulation of BoQs, purchase of materials, contracting of construction companies and/or IPs, etc. where technical details are needed.
  7. Participate in WASH cluster meetings and other relevant coordination meetings regarding WASH programming in order to identify needs and gaps in water supply facilities.
  8. Provide all necessary technical support on WASH-related needs as part of preparation for meetings with main stakeholders (identification of gaps, technical analysis, choosing appropriate modalities, etc.).
  9. Participate in meetings with counterparts, other humanitarian actors, and potential Implementing Partners (lPs) on possible interventions and ways of cooperation in order to avoid overlapping.
  10. Coordinate with other technical specialists of main humanitarian actors on all issues related to the WASH needs response options.
  11. Prepare technical reports on the assessed needs after every monitoring visit of new sites.
  12. Prepare technical progress reports on the implementation of rehabilitation works to support payments due to the contractor or the IPs, as applicable.
  13. Coordinate technical aspects of implementation regarding Infection Prevention and Control-related interventions (IPC) in Donetsk NGCA.
  14. Where needed, support all IOM’s programs in Donetsk NGCA with technical components through determining specifications best fitting project parameters, as well as proving relevant technical assessments for better tailoring of IOM’s interventions.
  15. Provide all necessary technical support to identify and cover WASH-related needs for extension of IOM’s rehabilitations program with residential infrastructure under the shelter sector in Donetsk NGCA. 
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education 

  • High school diploma/certificate with at least six years of relevant work experience 

OR

  • Bachelor’s Degree or equivalent from an accredited academic institution (preferably in Engineering, Architecture or related field) with at least four years of professional work experience.

Experience 

  • Significant experience of working with standards in WASH sphere;
  • At least 5 (five) years of experience in professionally responsible architecture and engineering area (in the capacity of Engineer or Area Supervisor) is required;
  • Experience in supervising medium to large-scale construction and rehabilitation;
  • Good knowledge of technical design, drawing, construction technology and practices;
  • Experience of working with international NGOs or UN agencies and humanitarian background is a distinct advantage;
  • Experience in implementing rehabilitation/construction under shelter, NFIs, WASH activities a distinct advantage.
  • Knowledge and understanding of the issue of emergency response in Ukraine; 
  • Knowledge of NGCA specific background and ability to deliver results under the circumstances; 
  • Excellent communication, interpersonal and organizational skills;
  • Acting as a team player and facilitating teamwork;
  • Ability to produce high-quality products while working against short deadlines and stressful environment;
  • High level of computer literacy, including specific software, including AVK and AutoCad, etc.

Languages

Fluency in English, Ukrainian and Russian is required.

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
