Chemonics International Inc., an international development consulting firm, seeks a Program Development Officer – Media for an ongoing USAID-funded project supporting Ukraine. This is a remote work position likely to be based in either Ukraine or Poland.   

Responsibilities for this position include: 

  • The Program Development Officer (PDO) is the primary party responsible for the development of grant activities under the media objective  
  • Identify potential assistance recipients, and work with them to design and develop grant concepts and activities, through networking and outreach, under the overall direction of the country representative, Deputy Chief of Party-Programs, and the supervision of the Senior PDO. 
  • Coordinate with civil society partners, IT Community, Government of Ukraine stakeholders, and other USAID project teams to align strategic communications and messages to external audiences 
  • Develop & supervise the implementation of communication strategies and tactics and oversee content development 
  • Manage relationships with journalists/media, creative community, data-providers, fact-checkers, etc. 
  • Monitor and report on the media trends in Ukraine and the international information environment, as well as changing socio-political climate to provide on-going strategic analysis and advice to the Project. 
  • Prepare, present, analyze, evaluate, and finalize multiple activities, on an ongoing basis, in a fast-paced and highly variable environment,  
  • Provide technical assistance to grantees, and potential partners as required, during the activity preparation stage and in the implementation phase in coordination with other staff.   
  • Coordinate and liaise with the Grants Managers and Procurement Managers to ensure effective grant implementation, compliance, and procurement requirements.  
  • Use the Activity Database for tracking and detailing activities, and liaise with grants management, procurement, and finance staff, and under the direction of the Senior PDO, ensure that grant implementation, compliance, and procurement requirements are adhered to. 
  • Evaluate activities’ progress, and coordinate with assistance recipients and other staff to prepare, review, and approve monitoring and evaluation data and final reports. 
  • Ad hoc special tasks and duties to ensure the overall efficient development of program activities. 
  • The PDO reports to the Senior PDO. 

Qualifications: 

  • Bachelor’s degree required; advanced degree preferred. 
  • At least five (5) years demonstrated experience in media, public relations, communications, journalism, or marketing 
  • Experience in successful project coordination of communication campaigns 
  • Strong understanding of Government of Ukraine stakeholders 
  • Strong organizational, management, and administrative skills, preferably with respect to report writing and monitoring and evaluation. 
  • Demonstrated analytical ability and understanding of local, regional, and national political context, with the ability to think creatively in conceptualizing relevant grant activities. 
  • Experience with USAID-funded projects preferred. 
  • Fluent Ukrainian and English required; proficiency in Russian strongly preferred.
