INTERSOS is a humanitarian organization on the front-line of emergencies, bringing assistance to victims of armed conflicts, natural disasters and extreme exclusion with particular attention to the protection of the most vulnerable people.
Since 1992 our humanitarian workers have been helping people affected by humanitarian crises: we provide first aid, food, shelter, medical assistance and basic goods. We ensure that basic needs, as education, access to clean water and health assistance, are met.
An INTERSOS emergency team is in Lviv where we are launching an intervention to assist internally displaced people and support local health facilities close to the fighting areas, already under high pressure due to the influx of displaced people and the shortage of doctors, drugs and medical supplies. We are supporting an oncological hospital and some shelters in Lviv and we also started operating in Vinnytsia, starting operation activities in Poltava and Dnipro, both in the city and in the surrounding areas, with protection and health care activities.
We are opening a position Medical Activity Manager in Vinnitsia
Duration of contract is 6 months with a possibility of extension.
Main Purpose
Define, coordinate and monitor medical activities of the project under his responsibility according to INTERSOS protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their local communities as well as to improve the health conditions of the target population of the project. In particular, setup the medical component of the Intersos program in Vinnytsia to guarantee access to medical care is guaranteed including access to medications.
Support the Deputy Medical Coordinator based in Vinnytsia in external relationships/activities.
Support with ad hoc health needs that may arise in different locations.

Tasks
- implement and monitor high quality standards in the provision of the medical services to the end user in all the locations supported
- start and coordinate the connection with the health points of the 13 shelters supported also via bi-monthly visits to the shelters to engage with the shelter responsible to identify gaps, malfunctioning or new neds, that will then be escalated to the deputy medco.
- Map secondary health facilities in the nearby where patients from each supported location can be referred to access specialist care and secondary care
- coordinate with the local partner to ensure appropriateness and quality of the joint intervention and implementation of the activities as planned. On site bi-monthly meetings with the partners focal point will ensure a smooth collaboration and coordination
- coordinate with the protection team to ensure proper referral and counter referral paths are developed and implemented
- liaise weekly with the program team and with the dep. medco/medco to report on the current activities and challenges; compile a monthly report on the health activitis supervised
- liaise monthly with the local health authorities (municipality, regional health department), in collaboration with the deputy medco, to ensure there is mutual understanding and updates on the current health context and activities and identify opportunities for further collaboration. He/she will also identify potential medical stock shortages outlined by the municipality and will liase with intersos mission and local pharmacist and dep medco to identify opportunities to support
- Engages with the PHC responsible of each of the 10 districts supported by intersos (As per request of the regional administration) and define with the related local health authority what support and opportunities are there for cooperation with PHC other than donations of PHC medications, keeping into consideration the current health access for IDPS as well as the possibility of delivering PFA and other trainings focusing on MHPSS to their PHCC staff members
- Under the guidance of the medco/deputy medco performs needs assessments, assists in writing proposals and is in charge of the setup new medical activities as needed
- meet with the PHC department and specifically with the SRH referent of Poltava to verify the current status and capacity of srh services and to define clear referral pathways for women in the shelters to access their services
- in collaboration with the deputy medco/medco and with the MH advisor, performs a needs assessment with regards to mental health and liaises with the MH services at regional and municipality level to understand the needs and evaluate possible clinical mental health interventions starting with ensuring a continuum of care is guaranteed for patients with mental health issues including a clear referral plan from the shelters up to psychiatric care
- in collaboration with the deputy medco/medco and with the support of the MH SV technical advisor, the local MH department, the local partners involved in the provision of PSS and the Ukrainian MHPSS technical working group, guarantee PFA trainings as well as stress management trainings are provided to the shelter health focal points, the shelter’s non medical staff as well as the PHCC staff in the districts who will be interested
- within the month develops and implements a guideline on cash for medicines and referrals for patients of the shelters that are unable to pay for prescription (generic and not brand) medications (not over the counter, as the latter should be available for free in the shelter, as per intersos donation) as well as for patients in need of reimbursement to pay for transport towards referral facilities in town.. Setup verification system and monitor the cash for medications
- Medical stock:
- In collaboration with the project and mission pharmacist, and under the final supervision of the medco, defines the donation needs of medical stock for municipality and oblast PHC locations according to the orders placed, assigning medical stock according to need and coverage required in the different districts and amount of IDPs
- in collaboration with the project pharmacy assistant, keeps an updated registry of the donations of medical stock that are given to the shelters (in case the full donation is divided on a monthly basis) and to the PHCC of the 10 districts that Intersos will support.
- liaise with the intersos pharmacist to ensure all the planned donations to the municipality and regional health department are delivered as planned and participates in the reception of the order at municipality level
- with the project pharmacist, visits local pharmacies in the nearby of the shelters in the municipality as well as in the district to identify potential shortages of medications that would limit access to our patients and liase with the pharmacist to see how to fill that gap (donations from intersos stock or supply via one of the other intersos sites)
- supervises the project pharmacist in Poltava ensuring medical stock is managed according to the foreseen activities and will develop KPI in collaboration with the logistic department, especially guaranteeing there will be no or ruptures as well as no expired medications will work with the intersos pharmacist to plan future medical orders based on the needs observed in the areas under his/her supervision - data collection, monitoring and reporting: Setup a patient’s registry in each location and a simple data collection tool to monitor number of consultations, main morbidities, main medications prescribed. Provide a monthly medical report to the medical coordinator
- Support the Medical Coordinator in networking and external relationships with MoH (health cluster, technical working groups, MOH etc)
- Participates in the local health working group and meets relevant other actors to exchange information and updates on activities relevant for health. He/she can support the medical coordinator in completing the country health strategy (ex. health system functioning, history/background, standard processes). Scopes for and connect with local grassroot organizations wherever possible and identifies opportunities for collaboration
- Provide ad hoc support to the mission according to needs (ex. short detachments to other location to provide medical support)
- Coordinate, assess and supervise the proper functioning of the medical activities of each project according to INTERSOS protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients health conditions
- Participate in the definition of annual planning and budget for the project and in the follow up of the project. Supervise and ensure that medical activities objectives under his responsibility are achieved, reporting to the technical referent any problem arising in the service
- Coach and train the medical team of the project he manage in order to guarantee the good quality of the medical activities and to provide the medical care to the patients
- Check all administrative procedures related to patients’ follow-up (card filling, registers, paper exit, discharge, transfers) are carried out correctly and according to INTERSOS procedures
- Coordinate and monitor the daily working plan of the team under his responsibility (absent personnel, vacations, tracking leaves). Participate in shifts and replaces a staff if necessary
- Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staffs under his responsibility in order to improve staff’s capabilities and to ensure both the sizing and the amount of knowledge required
- Participate in the monthly reports according to guidelines
Requirements
- Advanced university degree in medicine or other paramedical studies
- Minimum 2 year’s relevant work experience in the humanitarian sector especially in fragile and unstable environments
- Ukrainian and English fluent
- Flexibility to travel countrywide with short notice
- Essential computer literacy (word, excel and internet)
- Demonstrate experience with different donors’ compliance and reporting
