In Ukraine, UNDP has been working since 1993 with the national and local authorities, public and private sector stakeholders, partners across the UN system, civil society, and local communities to promote inclusive growth and sustainable human development. All three of these programmes are aligned with the national priorities, which include accelerating sustainable economic growth and attracting green foreign investments, fighting corruption, resilient recovery and peacebuilding of the conflict-affected areas based on the principles of leaving no one behind and building back better, and streamlining digital governance to make all-state services accessible electronically.
The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation, and abuse.
Position Purpose
Under direct supervision of the Human Resources Analyst, the Human Resources (HR) Associate provides leadership in the execution of the full range of CO HR services ensuring their transparency and integrity. The HR Associate promotes a collaborative, client-oriented approach and promotes the maintenance of high staff morale. The key results have an impact on the overall efficiency of the CO including improved business results and client services.
Key Duties and Accountabilities
Ensures administration and implementation of HR strategies and policies, adapts processes and procedures
- Full compliance of HR recording and reporting systems with UN rules and regulations, UNDP policies, procedures and strategies; effective implementation of the internal control framework, proper functioning of the HR management system.
- Provision of advice and information on corporate strategies, changes in rules and regulations, implementation of personnel rules, strategic use of contractual modalities, application of entitlements, and change management processes.
- CO HR business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management.
Ensures effective administration of human resources
- Organization of recruitment processes including drafting the job description, provision of input to job classification process, vacancy announcement, screening of candidates, and participation in interview panels. Provision of advice on recruitment in UNDP projects.
- Facilitate creation/update of positions, the association of positions to chart fields (COAs), update of COA information, performing the functions of Admin. HR, Position Administrator and Absence Processor in Atlas. Preparation of contracts. Timely follow up with Finance staff on Global payroll issues.
- Monitoring and tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations.
- Maintenance of the CO staffing table.
- Administration of international staff entitlements and position funding delegated to COs.
- Administration of the CO rosters including e-rosters.
- Validation of cost-recovery charges for HR services provided by UNDP to other Agencies.
Ensures proper staff performance management and career development
- Facilitation of the performance appraisal process and maintenance of the related data; acting as alternative Secretary of Talent Management Review Group.
- Participation in preparation of the Office Learning plan and individual learning plans in consultation with the Senior Management, HR Analyst and Learning Manager.
Ensures conduct of UN-related surveys
- Facilitation in the collection of information for comprehensive and interim local salary,. Participation in the work of LSSC.
- Ensures facilitation of knowledge building and knowledge sharing
- Organization of trainings for the operations/ projects staff on HR issues.
- Synthesis of lessons learnt and best practices in HR.
- Sound contributions to knowledge networks and communities of practice.

Requirements:
Education
- Secondary Education is required; or
- Bachelor’s Degree in HR, Business or Public Administration, Social Sciences and relevant fields will be given due consideration.
Experience, Knowledge, and Skills
- Minimum of 7 years with Secondary education or 4 years with Bachelor’s degree of progressively responsible HR and/or administrative experience is required at the national or international level.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and handling web-based management systems
- Knowledge of the Human Resources management practice in an organization of the United Nations system of UN/UNDP is desirable.
- HR Certification is an advantage
- Prior work experience in using UN /UNDP HRM systems is an advantage.
- Knowledge of UNDP policies and guidelines is an advantage
- Experience with UN system HR processes reengineering is an advantage
Language requirements:
- Fluency in English and Ukrainian is required.
