Position Summary
Momentum Wheels for Humanity seeks an Emergency Program Coordinator to provide oversight of emergency response programs in Ukraine designed to strengthen capacity for the provision of rehabilitation services relevant to the current conflict. Under the direction of the Ukraine Country Director, the Emergency Program Coordinator is responsible for coordinating the development and implementation of MWH’s emergency response programming, building on ongoing country programs and accomplishments. Primary functions of the Emergency Program Coordinator include supporting the Country Director in the planning, design, implementation, supervision, expansion/development, and administration of emergency programs in Ukraine. Only candidates with work authorization in Ukraine will be considered; relocation benefits will not be provided

Expected Duties and Responsibilities
Reporting to the Ukraine Country Director, the Emergency Program Coordinator will have the following responsibilities:
- Ensure proper planning of emergency projects/activities and timely, high-quality implementation in line with donor-approved work plans, organizational policies and procedures, and national and international standards
- Ensure emergency program activities are implemented in an integrated manner with MWH’s ongoing programming in Ukraine
- Work with technical and MEAL staff to develop and implement an M&E and reporting system to monitor and evaluate the objectives, indicators, and outcomes of emergency program activities
- Compile monthly, quarterly, and/or ad hoc donor and internal reports, ensuring that reporting is accurate and timely
- Conduct assessments as needed in coordination with technical and M&E staff to identify needs and inform current and future programming
- In coordination with Country Director and MWH HQ, contribute to the development of proposals for new or continued emergency projects
- Work with finance, technical, and operations staff to procure program supplies within program budgets
- Regularly update Country Director and MWH HQ on program implementation progress against work plan and indicators, suggesting necessary adjustments and addressing evolving issues
- Lead project reviews with country staff to document best practices and lessons learned, adjust strategies and implementation plans, inform future programming initiatives and approaches, and contribute to organizational learning
- Liaise closely with local authorities, as well as donor and partner agencies, to ensure program compliance with governmental and donor policies and regulations and complementarity with other agencies’ efforts
- Support project recruitment planning, participate in the recruitment of key project positions and determine capacity building needs within the program/project team
- Closely coordinate with Country Director, Operations Manager, and NGO partners to maintain the security of staff in the field and to identify access needs and potential risks
- Attend coordination meetings that are relevant to emergency response programs
- Represent MWH as needed in relevant cluster meetings and other strategic bilateral or multilateral coordination meetings
- Attend or represent MWH as needed in meetings with government and other local stakeholders as needed
- Contribute to the creation of a positive image and overall credibility of MWH
Minimum Qualifications
- Master’s degree in Public Health, International Development, and/or in the relevant field of study
- At least five years of strong and proven experience responding to humanitarian emergencies
- Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
- Experience coordinating projects in emergency settings, including staff supervision
- Experience managing budgets and preparing timely, complete, and accurate reports
- Experience working with national governmental agencies, international NGOs, and multilateral organizations
- Excellent skills in evaluation, reporting, and synthesis of quantitative and qualitative data
- Ability to set clear goals and manage progress toward them
- Ability to work well independently and with a team
- Excellent interpersonal, written, and verbal communication skills
- Detail-oriented with good organization and prioritization skills
- Written and spoken fluency in Ukrainian
- Excellent written and spoken fluency in English
