INTRODUCTION
The Right to Protection (R2P) is a leading human rights NGO that works comprehensively to solve problems related to migration, its causes and consequences – seeking a candidate to fill the position of Procurement Assistant.
DUTIES & RESPONSIBILITIES
- Participate in market research and surveys of local and international market for procurement of goods/services;
- Organize and track the local procurement of goods/services, including preparation of RFQs, ITBs or RFPs documents, process received quotations, bids or proposals;
- Evaluate the bids, and prepare recommendations for finalization of purchases and award of contracts; review of procurement orders, monitor the signature with proper signing authority;
- Develop new strategic and tactical approaches to contracts, as well as new methods for their application, based on market research;
- Perform the identification, review, qualification and registration of suppliers; evaluate the productive capacities and performance of manufacturers to identify supply sources;
- Provide assistance to Field Offices and other customers on procurement related activities;
- Compile statistical information to identify trends and developments in procurement related matters that will assist decision-making;
- Prepare approaches for negotiations and conduct and/or coordinate all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts;
- Prepare Purchase orders and draft contracts, keep updated suppliers/vendors database and procurement records in filing system;
- Implement an internal control system to ensure that Purchase orders are duly prepared and dispatched. Undertake timely corrective actions on POs with budget check errors and other problems;
- Ensure that R2P internal and donor specific procurement guidelines are followed;
- Make sure procedures pertaining to conflict of interest and the international code of conduct is followed, enforced and met;
- Ensure that all documentation is prepared in a transparent and accountable manner (incl. meeting and committees minutes) and that relevant staff is provided with regular updates on the procurement status;
- Ensure that contracts/service agreements with suppliers are renewed prior to expiration;
- Support supervisor in preparing contracts (with service providers/project beneficiaries/suppliers), handovers, work completion certificates; maintain the OR tracking sheet;
- Ensure an accurate and well-managed Assets Inventory record for the Project;
- Any other responsibility deemed necessary or as delegated by the supervisor in order to meet the level of service requires by the Organisation;
- Understand and ensure the observance of the R2P Code of Conduct.
REQUIRED QUALIFICATIONS
- University Degree in Procurement, Business or Public Administration is desirable, but not a requirement;
- Minimum one (1) year of relevant experience in a similar position, preferably with specific focus on local/international procurement, inventory/stock/supplies management and control;
- Previous experience with international or local NGOs is desirable, but not mandatory;
- Ability to establish and maintain effective working relationships with staff, donors, partners, and other actors that may be involved in the overall implementation of the project;
- Ability to maintain integrity in performing assigned responsibilities;
- Ability to pay close attention to details and work with minimal supervision under tight deadlines;
- Functional competencies required: effective communicator, successful negotiator, creative analytical thinker, active learner, team player and cross cultural facilitator;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of automated procurement systems, experience in handling of web based management systems;
- Fluency in Ukrainian and English both written and spoken.
