The Shelter/WASH Technical Officer (HLP) provides legal support for the implementation of NRC’s Urban Housing activities in urban settings. The purpose of the Shelter/WASH Technical Officer (HLP) position is to ensure that contractual arrangements made between NRC, landlords and beneficiaries under the umbrella of NRC’s urban housing scheme are implemented according to NRC standards and procedures and national regulations.

Generic responsibilities

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement HLP activities in the framework of NRC’s urban housing programme according to strategy, proposals, budgets and work plans
  3. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
  4. Promote and share ideas for technical improvement
  5. Inform beneficiaries and landlords about legal aspects of NRC’s urban housing programme 
  6. Coordinate activities with key stakeholders and provide trainings on ICLA topics
  7. Ensure proper database management
  8. Prepare and develop status reports as required by management
  9. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action
  10. Promote the rights of IDPs in line with NRC’s advocacy strategy

Specific responsibilities 

  • Support the Shelter/WASH team (Urban Housing) through the provision of legal services to NRC beneficiaries and landlords involved in NRC’s cash-for-rent scheme.
  • Draft lease agreements in the framework of NRC’s urban housing programme, ensuring that they are in compliance with national law
  • Conduct individual and group information sessions to beneficiaries and landlords on HLP rights and contractual arrangements  
  • Conduct collaborative dispute resolution activities between beneficiaries and landlords when needed, including managing collaborative dispute resolution cases, in accordance with ICLA guidelines and procedures
  • Prepare information documents and material for target communities
  • Receive and mainstream technical input from ICLA Project Manager, ICLA Specialist and and Database Officer.
  • Constantly follow-up on the quality of services provided during HLP activities. 
  • Follow NRC referral system and refer identified cases to the designated focal points.
  • Assist in designing tools, forms, questionnaires and other templates.
  • Maintain archiving system up to date (both in hardcopies and electronically) and pay special attention to the filing of lease agreements. 
  • Provide regular suggestions on programme improvements and progress reports to the Shelter/WASH Project Coordinator (Urban Housing).
  • Liaise at field level with local government/stakeholders/communities to secure required permissions for day-to-day project implementation
  • Assist with any other duties assigned by line manager as and when required.

  • Area operations: Finance, Logistics and HR teams
  • Staff capacity building: HR Coordinator, Shelter/WASH Project Coordinator (Urban Housing), ICLA PM, ICLA Programme Development Manager
  • Implementation: Shelter/WASH Coordinator (Urban Housing), Shelter/WASH team (Urban Housing), Information, Counselling and Legal Assistance (ICLA) team, Database Officer

Competencies 

 1. Professional competencies 

Generic professional competencies for this position: 

  • Experience from working on the similar positions in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Familiarity community engagement and mobilization techniques in a humanitarian and/or development setting
  • Political and cultural awareness, as well as good understanding of the current crisis in Ukraine.
  • Ability to work under pressure, independently and with limited supervision. 
  • Diplomatic and respectful communication with various actors and stakeholders, including IDPs, government officials, volunteer groups and other NGO staff.
  • Highest standards of ethics and integrity 

Context related skills, knowledge and experience: 

  • Fluency in the Ukrainian and Russian languages 
  • Good knowledge of English is an advantage
  • Higher level legal education 
  • Experience of working as a lawyer in civil and administrative law on real estate, construction and land law issues
  • Experience of working in the field with displaced and/or vulnerable groups and communities
  • Knowledge of the software programs (MS Word, Excel, PowerPoint)
