The TB Europe Coalition (TBEC) is looking for experienced M&E Officer to join the international team. TBEC M&E Officer will support tuberculosis (TB) affected communities and civil society to be meaningfully engaged in the TB response and transition to people-cantered care in the WHO Europe region, with a particular focus on the countries of Eastern Europe and Central Asia (EECA). The involvement of the M&E Officer is mainly planned for the UNICEF funded project “Civil Society driving the crisis response to help children in Ukraine”.

About TB Europe Coalition (TBEC):

Established in 2009, TBEC is a regional advocacy network of civil society organizations and individuals from across the World Health Organization (WHO) Europe region, comprising Western and Eastern Europe, Caucasus and Central Asia. The network aims to strengthen the role of civil society within the regional response to TB, and ensure political and financial commitments to end TB. Currently TBEC has more than 200 members from more than 30 countries in the region. In 2017, TBEC was registered as a legal entity in the Netherlands to step up its regional and national advocacy, capacity building and support to country-led TB advocacy initiatives. The TBEC Secretariat is located in Kyiv and responsible for the coordination, communication, administration, programmatic and policy management of the network.

Background information on the project:

UNICEF funded project “Civil Society driving the crisis response to help children in Ukraine”. Since the Russian invasion of Ukraine on 24 February 2022, over a million people have been displaced and the humanitarian situation of the population in general and of children and women has deteriorated. Because of escalation of armed conflict in Ukraine, more than a third part of population is affected by severe disaster circumstances, lost their homes, stay in bomb shelters, lacking food and water, etc. This project will cover burning need of children and mothers in the remote and most affected areas and regions with high rate of IDPs, mostly in Kyiv region, Sumy region, Rivne region, Chernihiv region, Cherkasy region, Vinnitsa region, Chernivtsi region, Poltava region, Dnipro region. The project will provide medical vouchers for health and social facilities in the most affected regions of Ukraine and also provide humanitarian aid for children and families in shelters and IDP points in remote or hardly reached areas as well as organise and cover transportation of beneficiaries when it is absolutely necessary.

Objective of the assignment:

The purpose of the assignment is to provide support with designing and strengthening of M&E system for TBEC to effectively monitor the program indicators, as well as humanitarian response data collection, management, analysis and reporting to UNICEF.

Scope of work:

In close collaboration with TBEC team, the M&E specialist will be responsible for:

  • developing and following the processes related to building the data collection and analysis management system within the project;
  • collecting and analyzing humanitarian response data/information on a weekly basis (including proper document flow with medical/social facilities as well as ensuring photo reports confirming delivery to the end beneficiaries);
  • preparation and submission of weekly reports on program indicators to UNICEF;
  • ensuring archiving all relevant data, documents/tools.

Expected outcomes/Deliverables:

Individual Consultant, will be expected to submit the following deliverables to the TBEC Secretariat:

  • Properly completed and signed documentation with medical/social facilities and individual recipients of humanitarian aid with the reliable information about the end beneficiaries reached (including visual materials) – on a weekly basis.
  • Updated Activities Reporting form (in English) – on a weekly basis.
  • Monthly consultancy report.

Reporting requirements:

The consultant will closely cooperate with the TBEC Secretariat to ensure effective delivery of the outputs. Deliverables should be submitted in electronic copies to TBEC Secretariat, specifically to TBEC Program manager, Kira Grozava – [email protected]

Duration of the assignment and remuneration provisions:

  • The work is expected to start after signature of the specific agreement for individual consultancy services.
  • The duration of agreement is June 2022 – December 31, 2022.
  • Payments will be made monthly, based on the results of the submitted deliverables to TBEC.
  • Consultant will be evaluated based on the qualifications; consultancy fee will be negotiated based on the consultant’s expertise evaluation results.
  • Remuneration will be paid in US Dollars, so the individual consultant should have a USD bank account.
  • The individual consultant will be responsible for the payment of taxes according to the laws of his(her) country of residence

Qualification requirements:

  • Bachelor’s degree in social sciences or other relevant fields, public health or medical background is an asset.
  • Experience in building effective M&E system, data collection and data analysis.
  • Experience in collaboration with national counterparts in data collection and monitoring.
  • Knowledge and understanding of national health care system and pharmaceutical area is required for working with medical vouchers’ component.
  • Experience of work with International Organizations, the experience of work with UNICEF is an asset.
  • Languages: fluency in Ukrainian is required. Knowledge of English is considered as an asset.

Skills requirements:

  • Strong experience in data collection analysing and visualization.
  • Strong analytical, listening and communications and skills.
  • Able to work in dynamic environment with tight deadlines.
  • Strong organizational, planning, and prioritizing skills.
  • High sense of confidentiality, initiative, and good judgment.
  • Ability to work effectively with people of different national and cultural backgrounds.
  • Ability to work independently, respond promptly and professionally to feedback.

Conditions

Contract: TBEC offers a consultancy contract with the expiration date 31 December 2022.

Consultant will be liable for payment of taxes, should such taxes be withheld as a result of payment under consultancy contract.

Remuneration will be paid in US Dollars, so USD bank account is obligatory.

Location: WHO Europe region, preferably in Kyiv, Ukraine.
