Goal/Purpose:
Under the supervision of the Activity Manager Distribution, the distribution-assessment officer will organize, manage and implement field diagnostics and distribution to beneficiaries, keeping in line with Solidarités procedures and standards.
Evaluation:
- Under the Activity Manager Distribution lead, participates in the administrative and logistical organization, planning and preparation of evaluation missions
- In the context of a field move, establishes contact and relations with local actors
- Effects quick or in-depth field evaluations using Solidarités International tools (in particular):
- Identifies in the field the humanitarian organizations, the volunteer leaders, any relevant players and specialists involved in the sector analyzed and coordinates with them to collect data
- Follows the overall security situation and leads logistical evaluations of the state of roads in the zones evaluated
- Identifies local resources who may help in the preparation and achievement of the activities of Solidarités International
- Takes charge of the collection of data evaluates the vulnerabilities and needs of populations, as well as primary needs in case of urgent and acute problems
- Remains in touch with the population and local authorities to understand the needs, complaints, major events that may have consequences on the activities of Solidarités International
- Analyzes the humanitarian situation for any potential negative impacts in terms of production / Do No Harm linked with Solidarités International’s operations
- Applies the security procedures in the context of evaluation missions
Distribution
- Under the Activity Manager Distribution lead, take part in logistical and administrative organization, planning, and preparation of distributions
- Implement distribution using Solidarités International tools, in particular:
- Take part in the census and registration of beneficiaries
- Implement site distribution
- Recruit and train daily workers
- Delegate daily worker site tasks according to the team Leader’s instructions
- Supervise distribution to beneficiaries
- Ensure that each registered, identified beneficiary has benefited from distributions
- After distribution has taken place, calculate and confirm the number of households which benefited and the quantity of goods distributed
- Gather and replace materials used during distribution
- Respect Solidarités International’s administrative procedures before, during, and after distribution
Reporting/Communication
- Keep monitoring tools and files archived at the Solidarités International office, ensuring their availability to his/her team leader
- Archive distribution cards / censuses and lists of beneficiaries
- Under the supervision of the team supervisor, participate in the drafting of distribution reports
- Pass on any information regarding the distribution process
- Extract and pass on distribution statistics to the team supervisor and/or program manager
- Take part in seminars and training workshops relating to distribution tasks and to goal attainment
- Report to the team supervisor on the progress of activities and specific tasks assigned, problems encountered, the quality of relations with beneficiaries
- Pass on any information or problems concerning his/her task, Solidarités International programs, or safety aspects
- Act as a liaison with the local population and authorities in order to identify the needs, grievances and major events that could have potential consequences for Solidarités International activity
- Analyze the humanitarian situation, taking protection problems into consideration/Do no Harm to the population
- Collaborate with local administration and authorities
- Take part in restitution meetings and clusters on request
