Вакансiя: Monitoring and Evaluation Officer

Peace Winds Japan (PWJ; https://peace-winds.org/en/) is a non-governmental humanitarian organization dedicated to the support of people in distress and threatened by conflict, poverty, or other turmoil. PWJ is currently implementing a humanitarian programme in Ukraine and Moldova via local partners which covers the sectors of Health (medical supplies to Ukraine), Protection, Food, NFI as well as MHPSS, with high possibility to expand/change. PWJ envisions to set up an operation hub inside of Ukraine as soon as possible.

● Position: Monitoring and Evaluation Officer (Project Monitoring) (2 vacancies; consultancy contract) ● Duty station: TBC, Ukraine (Ability to conduct monitoring activities in Kyiv, North and Eastern region in Ukraine in person is requested) ● Period: 2 months (extendable) starting immediately ● Compensation: Salary and benefits/allowances in accordance with the organization policy

Responsibilities: ● Support the Head of Mission, Country Representative, Program Coordinator and Project Manager in monitoring and evaluating the projects implemented by PWJ and its partner organizations in Ukraine. Tasks may include but not limited to: – Conduct field visits to monitor project activities and interview project stakeholders, if the situation allows. The timing of monitoring shall include the procurement of items, transportation of items, and delivery of items and other form of humanitarian assistance; – If the situation did not allow, remotely conduct monitoring activities and interviews; – Collecting, recording and summarizing the required data for the quality implementation and assessment of the project; – Submitting monitoring reports per the monitoring occasion and a final comprehensive monitoring and evaluation report for each project with photos and/or videos taken in the field; and – Report any concern and issue to the supervisors, immediately after its detection. ● In fulfilling the above tasks, responsible for: – Closely communicating and coordinating with Country Representative, Program Coordinator, Project Manager, partner organizations and other stakeholders; – Being adhere to security situation and following PWJ policy; and- Translating data and information into English. ● Perform other duties as requested for increasing program quality.

Qualifications: ● At least Bachelor degree or equivalent (desirably in social science, management, business, public administration, or related fields); ● Professionally proficient in spoken and written English and Ukrainian; ● Computer literate (Word/Excel); ● Relevant professional record (monitoring humanitarian and other projects by observing the practices at the field for quality implementation/finding space for improvement/identifying good practices and lessons learned, evaluating the projects by analyzing collected data and information, etc.) ● Demonstrated ability to carry out work independently with attention to details; ● Demonstrated ability to form constructive engagement with stakeholders; and ● Excellent skills in interpersonal, oral/written communications and reporting.

Assets: ● Working experiences in monitoring and evaluating humanitarian assistance projects. ● Knowledge on tools/ methods for monitoring activities (data collection tools or platforms) used in previous jobs ● Experience in developing data collection tools, reporting, qualitative and quantitative methods and sample collection ● Work experience in remote data collection ● Working knowledge and understanding of Humanitarian Principles and on Humanitarian Standards; ● Demonstrated competence in multi-tasking, while prioritizing tasks.
