JOB PURPOSE AND BACKGROUND OF THE ASSIGNMENT
In February 2022, WFP re-established its presence in Ukraine. The WFP Ukraine Country Office is scaling-up food assistance via in-kind food and cash-based transfers (CBT) to affected populations in Ukraine within its Limited Emergency Operation (LEO), Since the beginning of the war, WFP has reached 5 million people with in-kind and cash assistance cumulatively and will continue scaling-up its response to assist up to 4.8 million people on a monthly basis. WFP continues to monitor the food security situation in Ukraine, to adjust its assistance and accommodate surging needs. WFP is also providing logistics and emergency telecommunications services to the humanitarian community, facilitating the timely provision of assistance inside and outside of Ukraine
The Research, Assessment and Monitoring Unit in the Ukraine CO is responsible for undertaking household needs assessments and market analysis to inform WFP’s operation on household needs and advise on appropriate programme design, as well as for carrying out monitoring of WFP’s programme activities in Ukraine. The RAM Unit is recruiting a National Vulnerability Analysis and Mapping (VAM) Officer with the specific responsibility to coordinate and carry out household food security and essential needs analysis as well as market analysis, and to support the overall activities of the RAM Unit in general.
ACCOUNTABILITIES/DELIVERABLES/ RESPONSIBILITIES:
Food security, essential needs, and market analysis
- Contribute to the development of RAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance;
- Oversee the development of household and market data collection tools in accordance with corporate standards;
- Support on survey design for household food security and essential needs assessments, using both quantitative and qualitative approaches;
- Support the use of innovative data collection systems and platforms;
- Produce survey data analysis plans and analyse data;
- Write and present analytical briefs to enable effective decision-making on the development of country strategy, policies and programme;
- Support the capacity building of WFP staff and partners to conduct vulnerability analysis including the design of training materials;
- Actively participate in and contribute to inter-agency analytical fora and coordination groups as required;
Crosscutting RAM activities
- Leverage innovative technologies for data collection, analysis and visualization;
- Contribute to evidence-based decision-making on programme design and implementation, notably through making assessment and monitoring findings accessible, developing innovative, user-friendly and informative products;
- Collaborate closely with third parthird-partyng partners and other WFP partners including the food security cluster, UN partners such as FAO, and academic institutions;
- Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries;
- Any other assigned task.
Experience Required
- At least three years post-graduate, progressively responsible, experience in an analytical function. Demonstrated experience in one or several of the below topics is required:
- Analysis of household survey data;
- Food security analysis;
- Poverty analysis;
- Economic analysis;
- Market price and time-series analysis;
- Field data collection and enumerator training;
- Project monitoring and evaluation;
Knowledge & Skills
- Excellent analytical and conceptual skills;
- Excellent command of Excel and either one of STATA, SPSS or R;
- Basic visualization skills (such as Tableau) and XML coding skills is an advantage;
- Strong econometric skills are highly desirable.
- GIS expertise is highly desirable;
- Good writing skills with a demonstrated ability to draft clear, concise technical briefs;
- Good skills to prepare and deliver technical presentations;
- Attention to detail;
- Problem-solving attitude and creativity;
- Ability to work both with minimal supervision and as part of a team;
- Ability to establish effective working relations with persons of different national and cultural backgrounds.
Education:
- Advanced University degree in one or more of the following disciplines: Statistics, economics, development economics, public policy, social science, food security, agriculture, or similar relevant discipline;
- Coursework/trainings in advanced data analysis, food security analysis, evaluation methods, applied economics, development, household economics or other relevant topics is an advantage.
Language:
- Fluency in written and spoken English (level c);
- Working knowledge (level B) of another UN language is an advantage
