Norwegian People’s Aid is looking for a qualified and experienced individual to fill the following vacant position.

NPA’s international work covers three core areas: Mine Action and Disarmament, Democratisation and Just distribution of power and resources and Humanitarian Action and Crises response.

Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and explosive remnants of war. Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

Do you want to join our professional and committed global team in our mission to protect civilians from explosive weapons?

NPA is opening a Mine Action and Disarmament programme with the aim of protecting civilians from the threats posed by explosive ordnance (EO) in Ukraine. NPA is planning to assist displaced and non-displaced civilians with humanitarian activities such as: explosive ordnance Risk Education, Conflict Preparedness and Protection and mines and EO clearance, as well as capacity development projects. NPA’s country office is currently in Kyiv with other country bases to be open in the near future.

In this position your main responsibilities will be, but are not limited to:

  • Responsible for quality assurance of accounting and financial control as per Norwegian People’s Aid policies, rules and regulations (Financial Handbook) and relevant national legislation. Special attention must be given to implementation of anti-corruption guidelines.
  • Responsible for forecasting processes and associated monitoring and reporting.
  • Prepare monthly budget against actual reports for dissemination to budget holders on a timely basis for prudent budget follow up.
  • Line Manager for all finance and accounting staff in NPA country programme.
  • Develop skills and capacity within finance and programme staff in finance management and monitoring.
  • Perform regular field visits and ensure adequate internal controls are in place.
  • Facilitate and coordinate internal and external audits in country and follow up on recommendations.

To be succesfull in this role you must have:

  • Relevant higher education.
  • Experience in similar finance management position.
  • Working knowledge of accounting system/s.
  • Good understanding of ICT-systems and experience with MS Office applications, including advanced user level in excel.
  • Experience with capacity development of internal staff and implementing partners.
  • Experience with anti-corruption.
  • Written and verbal proficiency in English.

Desirable:

  • Experience in working with multi-relevant donors, such as NMFA, PM/WRA, USDOS, GFFO, and others.
  • Experience managing multiple grants.
  • Finance management in mine action programmes.
  • Experience working for INGOs or international organizations is preferable.

  • Strong and capable leader.
  • Good communication and interpersonal skills.
  • Ability to cope under pressure and flexible to handle changing priorities.
