A global health and human rights organization HealthRight International and its local partner Ukrainian Foundation for Public Health are seeking a qualified professional to fill the position of Financial Manager (Service Provider) in Ukraine.

ORGANIZATIONAL OVERVIEW:
HealthRight International has worked for three decades across 30 countries to expand equitable access to quality health systems and human rights for marginalized populations. We operate across four priority program areas—reproductive, maternal, newborn, child, and adolescent health (RMNCAH); HIV; violence; and mental health—and provide technical and organizational capacity-building support that enables local government, community-based organizations, and private clinics to better serve the most vulnerable.
HealthRight has worked in Ukraine since 2005. We partner closely with the Ukrainian Foundation for Public Health, a local NGO founded by HealthRight in 2008 and led by 20 women leaders with gender equality expertise. UFPH aims to empower vulnerable populations – marginalized women and girls, at-risk and HIV-positive adolescents, young people in conflict with the law, and survivors of gender-based violence (GBV) and their partners to access vital health and social services. Since the Russian invasion of Ukraine, our programming has been adapted and expanded to include humanitarian aid, care, and support to war-affected people.
CONTRACT DURATION: 12 months.
JOB SUMMARY:
The Financial Manager will be responsible for managing the day-to-day finance and financial oversight over programs/projects implemented by HealthRight International and the Ukrainian Foundation for Public Health with financial support from the US Government and assistance with accounting in compliance with Ukrainian and international standards.
DUTIES AND RESPONSIBILITIES:
- Plan expenditures, monitor grant budget lines, and recommend necessary modifications to program/project budgets jointly with Program Coordinators;
- Prepare budgets and supporting financial documents for project proposals;
- Perform financial planning and cost accounting of projects of the organizations;
- Conduct reconciliations and prepare calculation tables for organization’s projects;
- Prepare primary documentation in compliance with all donor financial procedures and guidelines and Ukrainian legislation; prepare financial reports in compliance with all donor financial guidelines;
- Manage all aspects of day-to-day financial operations within programs/projects, including cash flow management, accounting of working hours, financial reporting to donors, and daily monitoring of commitments, budgets, and expenses;
- Develop strategies for program/project liquidity;
- Develop strategies to improve program/project effectiveness;
- Ensure compliance of the content and form of primary accounting documents with Ukrainian legislation and respective financial operations;
- Ensure compliance with procurement procedures and policies stipulated by the Procurement Manual;
- Participate in audits and monitoring checks.
QUALIFICATIONS:
- Knowledge of Ukraine accounting, tax, financial, civil, and labor laws;
- Knowledge of by-laws (acts, decrees, orders, regulations, and other methodological and regulatory guidance documents) of Ukrainian financial and audit state agencies regarding accounting and financial activities of organizations;
- Knowledge of requirements for financial operations and document flow in non-profit organizations;
- Knowledge of forms and procedures for financial calculations in non-profit organizations;
- Knowledge of methods of economic analysis;
- Knowledge of features of financial accounting in non-profit organizations;
- Expertise with accounting software and applications, including QuickBooks (is preferable), 1 С 8.3, MS Word, MS Excel (extensive skills), and other computer programs and tools for accounting and analysis.
REQUIRED SKILLS:
- Experience in the financial management of programs/projects funded by the US Government is preferable;
- Fluency in spoken and written English;
- Profound knowledge of financial analysis and modeling, accounting, and budgeting;
- Excellent organizational and communication skills;
- Proactive approach and diligence in working with assigned tasks;
- Ability for perspective planning;
- Discipline and attention to detail and ability to work well under pressure;
- A university degree in the field of Accounts/Finance (preferable);
- Over 3 years of experience in financial accounting or financial management in the NGO sector.
