The war in Ukraine has already resulted in significant loss of life, unprecedented displacement, internally and towards neighbouring countries, and devastating destruction of infrastructure. Early UNDP projections suggest that if the war deepens and expands, up to 90 per cent of the population of Ukraine could be facing poverty and vulnerability to poverty by the end of 2022[1], and 30 per cent of the population are likely to require life-saving humanitarian assistance. Eighteen years of socio-economic achievements in Ukraine are at risk. UNDP’s core interest is to preserve development gains as fully as possible, and to return Ukraine to pathways for SDG achievement as quickly as possible.  

Under Ukraine Country Programme Document (2018-2022), the three interlinked development pathways are identified: inclusive and effective democratic governance; inclusive and gender-responsive sustainable development; and recovery and peacebuilding in conflict-affected areas. These are in line with the priorities of the Government’s development strategy and reform agenda and anchored in the UNDAF 2018-2022. Through its portfolio of projects, under Democratic Governance, Integrated Development, Recovery and Peacebuilding, and Energy and Environment programmes, UNDP is strategically involved in tackling developmental challenges and contributing to the achievement of SDGs in Ukraine. The UNDP Resilience Building and Recovery Programme is an integral part of the ongoing development programme that UNDP implements in Ukraine and focuses on sequencing key areas of intervention to support humanitarian response, stimulate early recovery, ensuring that both are aligned with Ukraine’s EU association agreement. UNDP is continuing to work for the achievement of its goals in the partnership with the government of Ukraine, RCO and other UN agencies, international partners, civil society and local communities.

Under the supervision of Team Leader of Strategic Planning, Partnership and RBM unit, and in close coordination with the unit, the Partnerships and Coordination Analyst will contribute to the development and sustainability of partnerships forged by UNDP Ukraine with international and national counterparts; support the reporting of UNDP’s achievements, based on evidenced results and contribute to the results-based management, planning and reporting of the CO; contribute to inter-sectorial coordination in the UNDP Ukraine Country Office; facilitate coordination with RCO, other UN agencies, development partners and government counterparts.

The Partnerships and Coordination Analyst will work closely with UNDP CO team, to ensure that relevant requirements are fulfilled in a timely manner, adhering to the highest standards in line with UNDP guidelines and procedures.

Duties and Responsibilities

Support partnership development for UNDP Ukraine by:

  • Contributing to identification of new strategic initiatives and programming opportunities in support of positioning UNDP as a key development partner, by scanning the external environment, researching new sectors, identifying and mapping expertise in and outside UNDP;
  • In coordination with Programme Finance Analyst, contribute to monitoring of corporate compliance and maintenance of filing system of documents and frameworks, pertaining to the development of partnerships: financing and non-financing agreements, memoranda of understanding;
  • Mapping development partners and updating their profiles, analyzing development trends, sectors and countries where partners are investing, developing partnership and communication strategy and action plan;
  • Supporting the preparation and drafting substantive concepts and papers, formulating concept notes for new projects;
  • Supporting the drafting of briefing notes, information materials pertaining to partnership development;
  • Exploring the available and potential partnership modalities.
  • Ensuring strategic partnership building promotes gender equality and women’s empowerment.

Support partnership reporting and outreach, results-based management and planning by:

  • Drafting reports on UNDP’s work and achievements for the development partners, ensuring the reports demonstrate a progress on gender-responsive and/or gender-transformative results under all outcomes/outputs;
  • Contributing to the development of communication and advocacy materials that present UNDP’s response offer and achievements to the partners in line with UNDP’s principles of gender-responsive communications;
  • Supporting evidence-based planning and reporting for the development of partnerships (based on sex-disaggregated data);
  • Contributing to the corporate RBM efforts, helping maintain the CO information management system.
  • Ensure reporting, communications, and outreach adequately integrate gender equality concerns.

​​​​​​​Lead coordination of multi-sectorial programming and planning within UNDP CO by:

  • Supporting the coordination between UNDP thematic portfolios to ensure strategic planning of programmatic interventions in line with partnerships development;
  • Coordinating portfolio teams for reporting and communication of the results to partners;
  • Working with thematic teams and relevant colleagues in the CO to identify and explore high-potential topics for cooperation.
  • Ensure that gender mainstreaming is well adopted by various programmes and projects from initial planning phase

​​​​​​​Support external coordination with UN agencies, development partners and government counterparts by:

  • Coordinating reporting of programme results to the RCO and UN system;
  • Preparing and reviewing letters and other communication with development partners and government counterparts;
  • Facilitating preparation of meetings, keeping records of the discussions;
  • Advocating for gender equality and women’s empowerment at public and internal meetings/events; encourage gender balance in panels, coordination structures.

​​​​​​​Ensure the mainstreaming of gender equality and women’s empowerment considerations in strategic planning, partnership building, and RBM.

Institutional Arrangement

Partnership and Coordination Analyst will work under the supervision of Deputy Resident Representative and as a part of the Strategic Planning, Partnership and RBM unit.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in Business or Public Administration, Economics, International relations, Management, Social or Political Sciences, or related field.
  • Bachelor’s degree in a related field in combination with two years of relevant experience will be given due consideration in lieu of Master’s degree.

Experience:

  • Minimum 2 years of experience (with Bachelor’s degree) experience at the national or international level in coordination, communication, planning, and/or partnership management is required.
  • Experience with partnership management and outreach, including the relevant tools and customer management systems, would be an asset.
  • Proven experience in the development of knowledge products, research or analytical papers, and concept notes (at least 3 such products developed) would be an asset. 

Languages:

  • Fluency in English and Ukrainian is required.

Required Skills:

  • Proficiency in use of office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

Desired Skills:

  • Familiarity with the UN system in general, UNDP in particular and other international organizations of the aid community is an advantage.
