About the job
Given the need to investigate and promote solutions to increase agricultural railroad transit from Ukraine, ERA is seeking both potential physical solutions (necessary investments in storage or transport infrastructure, improving physical capacity at border crossings, etc.) and virtual solutions (insurance, improved management of lines and paperwork, etc.) that can increase the volume and speed of grain and oilseed exports. The Railway Logistics Expert will provide analytical support to USAID ERA to design interventions and investments that support this goal.
The Railway Logistics Expert will contribute to USAID ERA’s efforts to make strategic investments in Ukraine’s transport infrastructure and logistical technology to improve exports of grain and oilseed.
Together with international logistics consultants, the national expert needs to provide recommendations on possible ERA and USAID interventions that can increase the reliability of railway logistics in Ukraine. GOU, USAID and other international partners will be getting the results of this consultancy task.
Your main duties and responsibilities will be:
- identify and analyze the most rapid possible investments (physical or virtual) that could be made to improve the speed and volume of Ukrainian grain and oilseed exports;
- prepare an initial report on the primary bottlenecks in grain/oilseed logistics from Ukraine with identified potential solutions (at least 5) and, after receiving ERA feedback, provide deeper development of ways to improve the logistics of goods by rail in Ukraine and in border countries (Poland, Slovakia, Romania, Moldova);
- support the analytical work of ERA international logistics consultants, including report preparation;
- prepare the final report on the consultancy task to ERA;
- help ERA Project investigate, identify and leverage GoU and other donor funds to meet the consultancy task.
About you
To be successful in this role we expect you to have a proven experience and capability in developing of analytical and strategic documents regarding railway logistics; consulting practice and professional cases in similar development programs.
Moreover, we also expect the following:
Required
- MA/BA in a related field, from a recognized national or international university;
- Solid organizational skills including attention to detail and multitasking skills;
- Excellent oral and written communication skills in both Ukrainian and English;
- Deep understanding of the transport infrastructure and railway logistics in Ukraine;
- Experience of work in UkrZaliznytsia and understanding of its internal system and processes will be an advantage;
- Good interpersonal skills, and an ability to succeed in a multi-cultural environment;
- Strong analytical skills, ability to write reports in English;
- More than 10 years of experience working in the field.
