GC has recently launched its Community-Led Emergency Action and Response (CLEAR) program in Ukraine’s Chernivtsi and Chernihiv Oblasts, with the generous support of USAID’s Bureau of Humanitarian Assistance. This program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response. To that end, CLEAR will partner with local CSOs to implement humanitarian projects that address protection, shelter, or water, sanitation, and hygiene (WASH) needs in their communities.

Global Communities is seeking a qualified Safe & Accountable Program (SAP) Coordinator to support the Program Director in overseeing Safe & Accountable Programming at GC and its partner organizations, in close cooperation with sector advisors, technical officers, and the partnership team. This will include ensuring a safe and respectful environment for all staff, representatives, partners, participants, and anyone with whom Global Communities interacts, especially children and adults at risk, as well as increasing the capacity of partners’ Safe & Accountable Programming on the ground. The role is responsible for overseeing GC and partner implementation of SAP and providing training and capacity building to partners, at the direction of the partnership team. This position reports to the Program Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Review implementation plans and coordinate closely with technical and sector leads, and the partnership team to ensure protection mainstreaming is included across sectoral program plans.
  • Participate in planning meetings to coordinate protection mainstreaming within the program.
  • Implement GC’s Safeguarding Framework, containing prevention and response policies and procedures in close coordination with relevant departments including HR, programs, FBM, partnership team, collaborate with HQ Safeguarding director and Senior Advisor, Global Protection.
  • Conduct reviews, assessments and focus groups to identify key safeguarding risk areas, including cultural and safety considerations, and identify country specific issues and methods to manage and mitigate risks, and share findings and recommendations with relevant departments and country leadership.
  • Provide technical assistance to strengthen GC and partner safeguarding and protection mainstreaming practices throughout project life cycles and in partner outreach interventions.
  • Ensure program implementation and GC operations in Ukraine meet GC’s safeguarding policies and international best practices.
  • Develop capacity assessments and contribute to the capacity building plan to improve GC and partner safeguarding policies and procedures and protection mainstreaming.
  • Implement standard tools to gather, assess and utilize data on community needs and partner services, including through Focus Group Discussions.
  • Develop and maintain effective working relationships with relevant stakeholders including community leaders and other implementing partners.
  • Prepare and submit weekly, monthly and three-month work plans in a timely manner, and incorporate supervisor feedback as requested.
  • Review GC and partner M&E data and reports and provide feedback through a SAP lens.

QUALIFICATIONS AND EXPERIENCE:

  • A bachelor’s degree or equivalent experience is required; degree in social sciences, psychology, social work, international development or other related field is preferred.
  • A minimum of 3 years’ prior experience working in humanitarian emergency, conflict, post-conflict, or post-disaster settings AND in implementing protection programs, particularly in areas of CP, GBV, PSS and/or PSEA/Safeguarding.
  • Experience working with individuals/groups at risk or victims of abuse, exploitation, and violence.
  • Experience implementing sensitive protection services, including case management.
  • Experience developing technical guidance in line with humanitarian, protection, gender, and social inclusion principles and international standards, including Child Protection & Gender-Based Violence in Emergencies, Protection Mainstreaming, and Protection from Sexual Exploitation & Abuse.
  • Familiarity with USAID/BHA Protection, GASI (Gender, Age, & Social Inclusion), and SAP (Safe & Accountable Programming) requirements.
  • Familiarity with change management principles and practices to effect long-term sustainable change.
  • Experience in capacity building of host country staff in programmatic, leadership and management skills.
  • Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators, and staff at all levels of the organization.
  • Demonstrated ability to effectuate change through effective communication of new ideas, and ability to negotiate and persuade effectively at all levels of the organization.
  • Ability to prioritize key drivers of organizational change and utilize evidence and learning for optimal positive change.
  • Exemplary time management, multi-tasking skills, and attention to detail necessary to meet deadlines and coordinate multiple projects in a fast-paced environment.
  • Commitment to confidentiality and survivor-centered approach.
  • A team player who can work collaboratively and with people of diverse backgrounds.
  • A strong understanding of the Ukraine context.
  • Ability to work both in an advisory and a hands-on implementation capacity.
  • Computer literacy, familiarity with word processing, excel and PowerPoint is required.
  • Excellent writing and presentation skills.
  • Ability and willingness to travel (up to 25%) to difficult and challenging environments for trips ranging from one to six weeks.
  • Professional proficiency in written and spoken English, and Ukrainian and/or Russian. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
