Logistics Officer for CLEAR program (Chernivtsi and Chernihiv)/Спеціаліст(-ка) з логістики в програму CLEAR (м. Чернівці, м. Чернігів)

GC has recently launched its Community-Led Emergency Action and Response (CLEAR) program in Ukraine’s Chernivtsi and Chernihiv Oblasts, with the generous support of USAID’s Bureau of Humanitarian Assistance. This program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response. To that end, CLEAR will partner with local CSOs to implement humanitarian projects that address protection, shelter, or water, sanitation, and hygiene (WASH) needs in their communities.

The Logistics Officer will support the Operations & Logistics Manager for all cross-border logistics for movement and supply chain, as well as serve as a Global Communities’ logistics for all necessary coordination meetings with relevant stakeholders. CLEAR is hiring two positions, one based in Chernivtsi and one based in Chernihiv.  

Essential Responsibilities  

The Logistics Officer is responsible for the following:  

  • Participate in assist to ensure the implementation, monitoring and evaluation of new initiatives and procedures related to Operations.  
  • Prepare and record all required documents related with operation progress.  
  • Assist operation process such as follow up approval process of purchase orders and prepare the support docs accordingly over PODIO and ERP system and prepare requested reports.  
  • Implement and manage contracts in forwarding, transport and warehousing, where necessary.  
  • Report any discrepancies or damage immediately, before signing the reception document. 
  • Prepare required documents for warehouse management and contract management reception of goods such as Stock cards, SRF, GRN, SRN, Waybill, Site Visit Report, Quality Check Report and relevant operation process documents. 
  • Manage site visit and Quality Control/Check Processes for GC commodities.  
  • Arrange stock requests, prepare outgoing goods or commodities from the warehouse. 
  • Update stock cards and stock reports immediately after issuance of goods and register the reference number of the delivery document or stock request. 
  • Conduct special management reviews and/or follow-up on audit observations to assist in the improvement of office. 
  • Arrange GC staff transportation requests on a daily/weekly/monthly basis with GC drivers.  
  • Work with partner staff to undertake transport of people and commodities in an efficient safe way including reviewing documents received from partners for completeness and correctness and facilitating timely support from relevant team members in GC. 
  • Serve as a logistics for Global Communities with local and legal authorities to assist in implementing CLEAR. 
  • Implement effective internal control of assets, inventory BIS management and property management. 

Working Relationships 

This position reports to the Operations & Logistics Manager in Kyiv. 

ESSENTIAL 

  • Familiar with using Microsoft Office Programs, PODIO and ERP system.  
  • Ability to organize & priorities workload independently, using initiative when appropriate. 
  • Integrity, transparency, and strong work ethic. 
  • Good negotiation and problem solving skills. 
  • Good communication and team management skills. 
  • High analytical and reporting skills.  
  • Ability to solve problems in the field with suppliers.  
  • Fluent written and spoken English; Ukrainian language skills a plus. 
  • Excellent command of excel and other database applications.  

QALIFICATIONS AND EXPERIENCE  

  • Bachelor’s degree in international relations, economics, or relevant field, or a combination of experience and education working in this sector. Master’s degree is preferred. 
  • A minimum of 1 year experience in operations field such as customs clearance process, management of quality control process , research planning, shipping planning, procurement and storing planning.  
  • Past work with NGO and/or international donor funded programs preferred.
