Program / Department Summary
Mercy Corps has reopened its registration and presence in Ukraine as well as offices/activities to support people in neighboring Poland, Moldova and Romania. This includes partnerships, cash, information as protection and other, emergency response activities in a very fluid environment.
The Position (General Position Summary)
The Logistics Officer is a key person within the operations management team who assures the logistics
resources are coordinated for effective program support. The Logistics Officer plays a key role in
logistics under the guidance of the Operations Manager.
The Logistics Officer coordinates the Mercy Corps logistics activities under the direct supervision of the
Operations Manager/Coordinator.
Essential Responsibilities
● Provide support to senior management on logistics issues, and collaborate with Program teams and
other technical aspects related to logistics functions as required.
● Oversee all transportation issues to include – local vehicles & drivers, cross border operations, etc.
Ensure everything is managed according to the Field Fleet Management Guidelines.
● Carry out procurement duties as required and according to the procedures in the Field Procurement
Manual [FP3]
● Oversee any storage functions and ensure materials are stored and managed properly as per the
provisions in the Field Warehouse Management Policy.
● Manage all assets related to the Ukraine team.
● Support Kyiv team with any necessary procurement, and transportation needs – in conjunction with
the Administrative Officer/Assistant.
● Capacity building and management support to logistics team members.
● Support Admin Officer/Assistant if necessary on the coordination and tracking of transportation,
visas/permits, and accommodation requirements for staff.

Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our
program participants, community partners, other stakeholders, and to international standards guiding
international relief and development work. We are committed to actively engaging communities as
equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
● Relevant qualification in the field.
● Minimum of 2 years logistics or related experience in a corporate or an NGO environment.
● Sound knowledge and understanding of operations and logistics aspects.
● Hands-on experience in handling admin and logistics at field level with close coordination with
the program team.
● Effective verbal and written communication, organizational, prioritization and Microsoft Office
applications.
● Excellent oral and written communication skills in English and Ukrainian. Russian is prefferable
● Ability to work effectively with an ethnically diverse team in a sensitive environment.
Success Factors
The successful Logistics Officer will be good at problem solving and have the ability to work out
methods to deliver successful programs while demonstrating excellent stewardship of donor funds and
compliance with Mercy Corps and donor regulations. S/he will maintain strong cooperative relationships
with other departments and interact effectively with international and national personnel both in a
managerial as well as training capacity, while demonstrating the ability to multitask, meet deadlines and
process information in support of changing program activities. S/he will be able to live and work closely
with a diverse team of individuals in a highly intense and fluid work and security environment and be
willing to travel regularly to Mercy Corps field offices and project sites. The most successful Mercy
Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and
changing environments and make effective written and verbal communication a priority in all situations.
Living Conditions / Environmental Conditions
The position is based in (Kyiv, Ukraine), and it requires up to 5% travel to support country programs,
which may include travel to insecure locations where freedom of movement is limited and areas where
amenities are limited.
