Global Communities is seeking a qualified GBV Case Management Officer to support the Protection Technical Advisor in overseeing the GBV programming of GC and its partner organizations, in close cooperation with the GBV Prevention & Empowerment Officer. This will include directing and supervising technical quality of partner activities to respond to the GBV needs of those affected by the conflict in Ukraine, such as increased intimate partner violence, conflict-related sexual violence, reduced access to services and heightened risk of exploitation and trafficking. The role is responsible for overseeing partner-implemented GBV case management and other specialized services and providing training and capacity building to partners. This position reports to the Protection Technical Advisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Prepare and maintain/update detailed work plan(s) that support and achieve planned activities.
  • Provide direct support to GBV Protection partners in implementing GBV case management that respond to the needs of adult survivors of GBV and age-appropriate specialized support and care for adolescent, male and girl child survivors of GBV, including counseling and case management.
  • Ensure all activities run according to minimum standards and best practices and are appropriate for the context, in line with minimum standards for CP, GBV and humanitarian principles, including case management, Cash for Protection, and structured PSS.
  • Conduct capacity building sessions and training according to the capacity building plan established by the Protection Technical Advisorincluding: Caring for Child Survivors,GBV referral protocols/principles, Guiding principles for working with GBV survivors
  • Implement standard tools to gather, assess and utilize data on community needs and partner services, including through safety audits and Focus Group Discussions
  • Develop and maintain referral maps in close coordination with the Psychosocial Support Technical Officer and the GBV Prevention & Empowerment Officer.
  • Oversee the development and strengthening of referral networks by partner organizations and monitor implementation to ensure survivors have access to confidential, safe GBV services in a timely manner to meet their needs.
  • Ensure that the establishedfeedback mechanisms of GC and partner organizations are properly managed; that survivorscan access information about service provision; that action can be taken to facilitate their ability to receive services in a timely fashion; and that communications remain confidential.
  • Ensure adherence to GBV guiding principles and the provision of survivor-centered care.
  • Prepare and submit weekly, monthly and three-month work plans in a timely manner, and incorporate supervisor feedback as requested.
  • Develop materials around lessons learned and best practices and disseminate to partners and relevant GC departments.
  • Coordinate closely with the GBV Sub-Cluster and other relevant coordination groups as agreed with the Protection Technical Advisor
  • Engage with Ministry of Social Protection and other Government representatives to understand and coordinate with available GBV services

SPECIFIC RESPONSIBILITIES:

Education

  • A bachelor’s degree or equivalent experience is required; degree or diploma in social sciences, psychology, social work, psychology, health other related field is preferred.

Experience

  • Knowledge of GBV Guiding principles of working with survivors.
  • A minimum of 3 to 4 years experience in Protection GBV programs.
  • Counseling and experience/ working with women and girls in the direct provision of counseling and psychosocial support to survivors of GBV with a reputable organization or local women organizations/groups, including experience counseling survivors of abuse or violence.
  • Knowledge of humanitarian and protection principles and standards
  • Past work with local NGOs and/or international donor funded programs preferred.
  • Experience with capacity building, mentorship, or training preferred
  • Remote management experience preferred.

  • Strong time management, multi-tasking and problem solving skills, and the attention to detail necessary to meet deadlines for multiple projectsin a fast-paced environment.

  • A strong understanding of the Ukraine context
  • Computer literacy, familiarity with word processing, excel and PowerPoint, and command of database applications is required.
  • Excellent writing and presentation skills
  • Ability and willingness to travel (up to 25%) to difficult and challenging environments for trips ranging from one to six weeks.

Language

  • Professional proficiency in written and spoken English, and Ukrainian and/or Russian. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
