GC has recently launched its Community-Led Emergency Action and Response (CLEAR) program in Ukraine’s Chernivtsi and Chernihiv Oblasts, with the generous support of USAID’s Bureau of Humanitarian Assistance. This program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response. To that end, CLEAR will partner with local CSOs to implement humanitarian projects that address protection, shelter, or water, sanitation, and hygiene (WASH) needs in their communities.
PRIMARY JOB RESPONSIBILITIES:
- Supports the mainstreaming child protection concerns into all aspects of the activities, strategies, policies, and training programs.
- Conduct and update the situation analysis for the development, design and management of child protection related activities.
- Research and report on development and emergency trends and data for use in program development, management, monitoring, evaluation, and delivery of results.
- Contribute to the development and establishment of sectoral program goals, objectives, strategies, and results-based planning through research, analysis and reporting of child protection and other related information for development planning and priority and goal setting.
- Provide technical and operational support throughout all stages of programming processes by executing and administering a variety of technical, program, operational, and administrative transactions, preparing related materials and documentations, and complying with organizational processes and management systems
- Work closely and collaboratively with colleagues and partners to discuss implementation issues, provide solutions, recommendations and/or to alert appropriate officials and stakeholders for higher-level interventions and/or decisions.
- Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
- Participate in monitoring and evaluation exercises, program reviews and sectoral reviews with government and other counterparts to assess program/projects, and to report on required action/interventions at the higher level of program management.
- Conduct regular program field visits and surveys and exchange information with partners/stakeholders to assess progress and provide technical support. Take appropriate action to resolve issues and/or refer to relevant officials for resolution.
- Provide technical support to government counterparts, NGO partners, UN system partners and other partners/donors on the application and understanding of policies, strategies, processes and best practices in child protection to support program implementation.
- Build and sustain close working partnerships with civil society organizations and government counterparts through active sharing of information and knowledge to facilitate program implementation and build capacity of stakeholders to achieve and sustain results on child protection.
- Participate in inter-agency meetings/events on programming to collaborate with inter-agency partners/colleagues on operational emergency response planning and preparation of child protection programs, and to integrate and harmonize CLEAR’s position and strategies with overall response and planning processes.
- Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
- Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable program results.
- Research and report on best and cutting-edge practices for development planning of knowledge products and systems.
POSITION SPECIAL RESPONSIBILITIES:
- Professionalism: Knowledge of and exposure to a range of human rights issues including approaches and techniques to address sensitive and complex human rights problems in their political, ethnic, racial, gender and socio-economic dimensions.
- Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the region of assignment, including the political environment and legal statutes as they pertain to human rights.
- Ability to relate to human rights issues and perspectives, including their gender equality dimensions, to political, social, economic, and humanitarian programs in Ukraine.
REQUIRED QUALIFICATIONS:
- An advanced university degree (Master’s degree or equivalent) preferred, a first-level university degree required, in law, political science, international relations, social sciences, or a related area.
- At least 3 years’ experience in a technical or project management role working in emergency, conflict, post-conflict, or post-disaster settings.
- At least 2 years’ experience in social development planning and management in child protection related areas is required.
- Relevant experience in program development in child protection related areas in a UN system agency or USG funded organization is required.
- Experience in both development and humanitarian contexts in Ukraine is an added advantage.
- Fluency in English and Ukrainian or Russian required.
