Deloitte is seeking qualified candidates to serve as a Legal Expert for the Recovery Plan Implementation Unit (RPIU) in support of the USAID Health Reform Support (HRS).
Period of Performance: October 1, 2022 – December 30, 2023
Level of Effort: full-time
Project Background and Summary:
The purpose of the USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
HRS will provide support to the Government of Ukraine and regional/local authorities in planning and implementation of recovery and restoration activities focusing on Health care facility network recovery and transformation and strengthening health care services to address special needs of people affected by the war.
Background/Objective
The Legal Expert will provide legal and regulatory compliance and guide the creation and functioning of Supervisory Boards and their committees. The Legal Expert will provide guidance to the Ministry of Health of Ukraine and regional authorities on policies, regulations, and legislation related to the planning and implementation of recovery and restoration activities focusing on health care facility network.
Responsibilities
Duties and responsibilities will include, but will not be limited to:
- Analyze regulatory framework governing the human resources for health (HRH) area.
- Analyzing the effective legislation related to paid services at the municipal healthcare facilities- not-for-profit enterprises.
- Contribute to the development of policy briefs on health reform, in particular on health financing
- Develop technical documents (guidelines, analytical notes, training materials, etc.) related to the implementation of new financing mechanisms in health.
- Provide technical inputs for the development of technical documents related to the implementation of health financing reform.
- Conduct legal analysis of government stewardship of private providers and facilities, including enforcement of sustained quality standards as part of health care market forces study.
- Develop recommendations for improving regulation (certification/licensing) for private and public providers of health services.
- Analyzing regulatory framework of health financing upon request.
- Providing other legal support, as requested by the HRS.
- Draft and review HRH procedures and policies at a facility level.
- Develop and review the methodology for the HRH procedures piloting.
- Conduct the assessment of the HRH procedures piloting.
- Develop the report on the HRH procedures piloting.
- Develop and provide presentations for webinars of the HRH procedures implementation.
Qualification requirements
- Master’s Degree in Law
- At least three years of proven work experience as a lawyer, experience in health area and with technical assistance projects is an asset
- HRH support experience will be preferred
- Experience of working with medical facilities in developing/assessment/implementing HRH procedures will be preferred
- Strong communication and negotiation skills, experience in developing and delivering trainings
- Experience in drafting and supporting laws and regulations
- Ability to work in a team
- Understanding of Ukraine’s health system and reform concepts will be an asset
- Excellent planning and time management skills
- Full command of Ukrainian and English language
Work Location & Expected Travel
The analyst will be based in Kyiv, co-located with the Ministry of Health. Travel will be expected to Kyiv, Chernihiv, and Sumy oblasts 20-50% of the time, security situation permitting.
