Under the guidance and direct supervision of the HR Analyst, the HR Associate provides HR services ensuring high quality, accuracy, and consistency of work. The HR Associate promotes a client-oriented and consistent with rules and regulations approach in the Unit.

The HR Associate works in close collaboration with the operations, programme and projects’ staff in the CO, HQs, UN Agencies to exchange information and ensure consistent service delivery:

Ensures implementation of HR strategies focusing on achievement of the following results:

  • Full compliance of HR processes and records with UN/UNDP rules, regulations, policies, and strategies.
  • Provision of inputs to the Country Office business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and office management.
  • Provision of information to the management and personnel on HR rules and regulations.

Implements HR services focusing on achievement of the following results:

  • Provide support to regular interaction with GSSC on recruitment processes and contract management.
  • For UN Agencies administered by the UNDP Ukraine CO: preparation of draft job descriptions, vacancy announcements, compiling matrixes, screening of candidates, verification of academic background information, request of work references, preparation of long and short lists; facilitating interview panels and performing the function of Secretary in interview panels.
  • Facilitates the processing of personnel contracts; tracking of information related to positions, recruitment, benefits, and separations; following up and reviewing monthly payroll information.
  • Provision of orientation and monitoring of the onboarding process of new staff.
  • Provision of inputs and maintenance of the Country Office staffing table and rosters.
  • Update of the Country Office rosters.
  • Maintenance of proper filing system for HR records and documents.
  • Provision of information for cost-recovery bills in Atlas for HR services provided by UNDP Ukraine to other Agencies.
  • Acts as Leave Monitor and follow up attendance reports of personnel.
  • Support to the internship programme, internship agreements with different universities, as well as non-Reimbursable agreements.
  • Support the activities of the HR unit for staff wellbeing.
  • Provision of back up functions to HR team during absences.

Supports knowledge building and knowledge sharing in the RH LAC focusing on achievement of the following results:

  • Organization and participation in the trainings for the operations/projects staff on HR.
  • Provides support, information and follow up on learning opportunities and activities.
  • Contribution to knowledge networks and communities of practice.

Required skills and experience:

  • Secondary Education is required ; or
  • Bachelor’s Degree in Human Resources, Business Administration, Industrial Engineering, Social Sciences or other related areas, will be given due consideration
  • Minimum 6 years with Secondary education or 3 years with Bachelor’s degree of progressively responsible human resources or administrative experience is required at the national or international level
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.)
  • Experienced in HR Services/HR Management: Knowledge of onboarding of staff, maintenance of HR documentation, provision of HR advisory services
  • Experience of familiarity with interpretation and application of UN/UNDP policies, rules and regulations is highly desirable.
  • Experience or familiarity with HR operating and reporting systems, including experience in the use of an ERP system (i.e. Oracle Cloud, SAP or PeopleSoft) is an added advantage
  • Experience in archiving would be an advantage
  • Fluency in Ukrainian and English, both oral and written
