Project Summary

The Energy Security Project (ESP) is a five-year project funded by the United States Agency for International Development (USAID)[1] and the largest USAID project in Ukraine so far. The ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.[2]

The ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support country’s economic development and sustain its democracy. ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. ESP is currently in the 4th year of implementation and will run through June 2023.  In September 2022, ESP is expecting to extend its project up till June, 2025.

Position Summary:

Tetra Tech is currently looking for an Economist to work in ESP’s Gas Sector team. The Economist will play a crucial role at the center of the team’s work collecting and evaluating gas and energy sector data, using analytics to make sense of the markets, sector trends, and public policy changes. The Economist would present the analysis concisely, alongside advice and recommendations for next steps.

The successful candidate will combine experience working in the Ukrainian energy sector (ideally gas sector) with a good team ethic and an ability and genuine interest to use data to inform about gas sector work and to form positions. The candidate would undertake both of ad-hoc analytical activities with the leading of projects for ESP’s key beneficiaries which deliver real change to the Ukrainian gas sector.

Main Responsibilities:

  • Interrogation, monitoring and assessment of national and international policies and regulatory developments having an impact on the Ukrainian gas sector.
  • Gas market monitoring, issues identification, developing recommendations 
  • Developing and maintaining economic models related to the gas sector.
  • Reviewing and responding to relevant industry and government consultations and draft laws and regulations.
  • Coordinate work, cooperation and communication with the National Energy and Utilities Regulatory Commission (NEURC) regarding the gas market, including related to regulatory tariff setting.
  • Financial/economic evaluation of energy projects.
  • Contributing to development of policy, laws and regulations.
  • Engaging with ESP’s gas sector beneficiaries (Ministry of Energy, Gas TSO of Ukraine, Naftogaz, NEURC, etc.) and representing ESP internally and externally as appropriate.
  • Developing regular analytical reports that can be submitted to management and US government colleagues to inform about the gas sector in Ukraine.
  • Developing scopes of work for relevant projects and leading and supporting analytical projects which deliver real change to the Ukrainian gas sector.
  • Working with and managing consultants, independent experts and subcontractors in order to successfully deliver projects for ESP.
  • Working with third-party data providers and public sources to convert data into compelling visualizations.

Qualifications:

The ideal candidate would have demonstrable experience / qualifications in one or more of the following:

  • Bachelor’s degree in a relevant analytical discipline. Masters or Doctorate Degree will be viewed as an advantage.
  • At least 5 years work experience (including at least 2-3 years of experience in the Ukrainian energy sector).
  • Awareness of the Association Agreement between the European Union and Ukraine: Understanding EU legislation (regulations and directives) in the energy sector will be viewed as an advantage
  • Experience building and maintaining relationships with senior industry stakeholders.
  • Experience building models and analyzing government policy and regulations.
  • Advocacy strategies to allow and ensure successful outcomes.
  • Excellent written and communication skills evidenced by previous experience preferably in roles that involve building awareness across multiple teams.
  • Strong quantitative and analytical capability and comfort with Excel and PowerPoint.
  • Good communication and presentation skills, including strong command of English and Ukrainian.
  • Open minded, courage to take calculated risk, strong initiative and ownership.
  • Experience working alone and as part of a team.
