GC has recently launched its Community-Led Emergency Action and Response (CLEAR) program in Ukraine’s Chernivtsi and Chernihiv Oblasts, with the generous support of USAID’s Bureau of Humanitarian Assistance. This program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response. To that end, CLEAR will partner with local CSOs to implement humanitarian projects that address protection, shelter, or water, sanitation, and hygiene (WASH) needs in their communities.

Global Communities is looking for three Safety and Access Officers to join our humanitarian response efforts in Ukraine. The Safety and Access Officer has in-depth knowledge and understanding of Ukraine’s security environment and access concerns. This position will assist the Senior Security Manager and Operations Director in providing effective and progressive security/access development and support to the organization. The Safety and Access Officer’s will be placed in one of three of our offices in Ukraine. These include either our head office location in Kyiv, our Chernivtsi field office, or our Chernihiv field office.  

PRIMARY JOB RESPONSIBILITIES:  

Maintain and update security documents in designated areas, including but not limited to: security briefing, context analysis and risk matrix. As well, ensure that SOPs are being implemented and followed.   

Develop security SOPs and, in case of a security incident, ensure the smooth implementation of SOPs and lead the response.  

Help identify safety and security needs in-country and recommend needed assets/materials in line with the budget.  

Provide security information on a regular basis to all staff involved in the Ukraine response. 

Develop and constantly refine evacuation and hibernation plans for Global Communities locations in Ukraine.  

Be responsible for ensuring that all First Aid/Trauma kits, and any other health and safety equipment, is all fully accounted for and all kits to be replenished on a timely manner. 

Coordinate closely with the partners in the designated areas and follow up with their activities and documentation related to the security department.   

Participate in risk assessments with field teams and security management.  

Conduct the required security assessments/evaluations, threat analysis, and risk assessments and offer appropriate recommendations.  

Develops and maintains a database of all security incidents and completes reports as required. Follow up with staff who submit Incident Report’s as needed.  

Identify and evaluate new methodologies, technologies and organizations who could contribute to the security department.  

Liaise on a regular basis with counterparts in similar positions to share and obtain knowledge/ best practices.  

As instructed by supervisor, assist in producing and updating standard operation procedures.  

Develop and maintain the Security department electronic and hard filing system.  

Develop and advise on humanitarian access related assessments in various geographic locations across Ukraine.  

Develop and give trainings to staff on humanitarian access and negotiation.  

Provide humanitarian access SOPs that include community engagement as a key component.  

Follow up on all administrative issues related to the safety and security department.  

Any other task that your supervisor requests of you.  

KNOWLEDGE, SKILLS, AND ABILITIES: 

  • Solid understanding of humanitarian related safety and security concerns/practices.  
  • Experience with humanitarian negotiation/access in complex conflict environments.  
  • Experience with security report writing, development of security SOPs, and assessments.  
  • Ability to “think on your feet” as well as strategically.  
  • Ability to apply and manage security procedures in case of an incident.   
  • Strong cross cultural communication skills.  
  • Strong interpersonal and representational skills. 

REQUIRED QUALIFICATIONS:   

  • A Master’s degree in relevant discipline and a minimum of 4 years of related experience or a bachelor’s degree in relevant discipline and a minimum of 7 years of related experience. 
  • Fluency in English required, working knowledge of Ukrainian mandatory. Knowledge of Russian desirable. 
  • Experience working with INGOs on field-based humanitarian assistance programs, organizing and implementing security operations.  
  • Experience gathering important access and security related information within complex emergency environments.
