Location: remote job position for now, with meetings in Ukraine once the security situation allows.
Reports to: Sector Lead.
Remuneration: fees are subject to negotiation and must not exceed established market rates.

About the Project
In October 2019, Alinea International launched a new five-year project in Ukraine: Support Ukraine Reforms in Governance (SURGe). SURGe is a technical assistance project in Ukraine, funded by Global Affairs Canada and implemented by Alinea International Ltd.
SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to deliver governance and economic reforms that better respond to the needs of its citizens.
To achieve this, the Project will strategically enhance and strengthen the GoU’s reform management functions, namely its capacity to undertake planning and analysis of reforms that consider citizen impact and to implement these reforms.
Reform initiative and position summary
In addition to its existing portfolio reform initiatives, SURGe has launched the Humanitarian Aid Governance initiative.
Within this RI, SURGe is aimed to respond to the challenges of the humanitarian crisis caused by the russia’s invasion of Ukraine. We contribute to the goal, when humanitarian aid to the citizens of Ukraine is provided and accompanied by verified data in the integrated humanitarian aid governance system by civil society organizations, donors and international humanitarian organizations to respond to the humanitarian crisis and challenges taking into account the needs of different groups of citizens.
Key Responsibilities
• Development of the concept of the initiative implementation – identify key stakeholders, key issues, required scope of work and objectives etc.
• Formalize operational plans – goals, key deliverables, budget, timeline, expertise of consultants needed.
• Develop and implement promotion plan related to the humanitarian aid governance.
• Hire, lead the initiative team and ensure productive and collaborative working environment.
• Setup and maintain operational processes related to the humanitarian aid governance within initiative.
• Implement, as a Product owner, the appropriate IT tools to digitalize processes of the humanitarian aid.
• Maintain effective working relationship with the initiative stakeholders (Government of Ukraine, territorial communities, other technical assistance projects, state and non-state actors in the area of food security).
• Build partnerships with international donor organizations, foreign embassies and organize appropriate fundraising campaigns.
• In line with the reform Logic model:
– Monitor initiative indicators and team performance;
– Draft reporting documents;
– Represent initiative deliverables at working groups, meetings and other official events.
• Adhere to the principles of RBM, GBA+ and environmental sustainability in preparation of the deliverables.
• As agreed with SURGe, ensure visibility of the Government of Canada support to this initiative in conferences, meetings, seminars, working groups, interaction with public authorities, nongovernmental organizations, and other international technical assistance projects.
• Prepare and draft other documents and activities as requested by SURGe and Government of Ukraine related to Food Security initiative.
Academic Qualifications and Experience:
Mandatory:
• 5+ years of professional experience in project management, consulting, governance, or related area.
• Proven experience in the international cooperation processes with donors organization, incl. technical support, fundraising etc.
• Proven experience in managing teams (min 5 people). Ability to structure the work of the team and ensure timely implementation.
• Knowledge of the government policy making cycle and national reform agenda, public administration, humanitarian emergency response.
• Strategic thinking, ability to understand the needs of the client, strong logic skills, ability to identify bottlenecks and develop solutions.
• Excellent communication, diplomatic and presentation skills.
• Proficiency in English.
• Master’s degree in Public Administration, Economics, Finance or related areas.
• Citizen of Ukraine.
Desirable:
• Experience in negotiation with international donor’s organizations, foreign embassies, cooperation with Ukrainian NGOs, territorial communities.
• Experience working with the Government of Ukraine.
• Experience with organization of the large-scale humanitarian aid support projects.
The duration of the contract is 6 months with a possibility of extensions (subject of approval and implemented deliverables during a previous deployment).
For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
