Global Communities is seeking a qualified and experienced Local Government Service Delivery Expert for the USAID-funded Decentralization Offering Better Results and Efficiency (DOBRE) project. This project will strengthen local governments in consolidated communities to effectively manage resources and services that respond to community priorities.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The Local Government Service Delivery Expert will strengthen local governments to engage DOBRE consolidated communities (CCs) in practical steps to achieve tangible improvements in administrative and communal service delivery.
SPECIFIC RESPONSIBILITIES
- Lead the development of the work plan and budget for the Service Delivery component;
- Lead, guide and facilitate the process of the Service Delivery Improvement Plan (SDIP) development in all partner communities;
- Lead the identification of indicators and standards for improvement in coverage, quality and operational efficiency, including maintenance of services and related infrastructure;
- Direct the design and implementation of interventions aimed at meeting program targets in the area of Service delivery;
- Facilitate monitoring of the implementation of the Service Delivery Improvement Plan including implementation of the DOBRE funded projects in service delivery;
- Supervise the work of Local Government Service Delivery Specialist;
- Ensure adequate support of the SDIP development from external consultants or regional program officers;
- Serve as local government service delivery expert, provide ongoing technical input to the program and represent program in official donor coordination and public presentations in the area of service delivery;
- Coordinate with other technical components and regional program staff to aid cohesion among program interventions;
- Implement other tasks as assigned by supervisor.
KNOWLEDGE, SKILLS, AND ABILITIES
- Ability to establish strong working relationships with government and local government officials, civic leaders, business people and international donors.
- Experience working with local and central governments.
- Relevant experience in capacity building/training.
- Relevant regional or Ukraine work experience
EDUCATION and/or EXPERIENCE
- Master’s degree in Public Administration, Municipal Planning and Development or other relevant fields.
- At least 8 years of experience in local government management or related field.
- Successful track record in advising local governments on public service delivery and related issues.
LANGUAGE SKILLS
Must have professional-level English, both written and oral. Ukrainian and/or Russian communication skills preferred. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
WORKING CONDITIONS
Able to sit at a computer and operate a keyboard, for extended periods of time. Must be able and willing to frequently travel domestically to regional offices and program sites.
