Advisor on Fund Governance (internal SAP code: Energy Advisor)

(Full time, Kyiv)

In the upcoming decade, unprofitable state-owned coal mines will be seizing their operations. This poses major social and economic challenges for the coal regions. The structural change needed to overcome them, based on the concepts of Just Transition and Green Recovery, can provide new impetus for the development and growth in the affected regions, and beyond. Decarbonization of the economy also makes a significant contribution to Ukraine’s ability to raise its level of ambition in the context of global climate protection.

The aim of the project “Supporting Structural Change in Ukrainian Coal Regions” is to support Ukraine in implementing the structural change associated with the coal phase-out in a socially and economically compatible and ecologically sustainable manner, with the involvement of civil society, using appropriate funding instruments in accordance with the concepts of Just Transition and Green Recovery.

One component of the project is supporting the establishment and operationalization of a Structural Change Fund to provide flexible financing to support the structural change in Ukrainian coal regions. The fund is to bundle financing from various international donors as well as the Ukrainian government.

In light of the war in Ukraine, the project currently focuses on reconstruction and recovery efforts in the Ukrainian energy sector and supports Western coal regions in their efforts to host internally displaced persons.

Areas of responsibilities

  • Advising the project on the issues related to the governing structure and management of the to be established Structural Change Fund in the context of structural changes in Ukrainian coal regions;
  • Helping to shape the overall strategy of fund governance;
  • Examining governance structures and fundraising mechanisms of other international examples of financing facilities in the context of the coal regions in transition and energy transformation;
  • Facilitating continuous dialogue with national partners as well as the international donors and financial institutions on the overall strategy of fund governance;
  • Engaging in the operational planning, priorities and activities of the team, together with the Team Lead on Structural Change Fund and other team members;
  • Working with the Communication Team to make results and impact of establishing the Structural Change Fund accessible to the GIZ Ukraine Energy and Climate Cluster, GIZ Ukraine Country Office and to a wider public;
  • Preparing the procurement of consulting services (particularly for legal advise) and ensuring quality and compliance with GIZ rules of the services provided by external experts and service providers;
  • Contributing to the reporting cycles of the project;
  • Performing other duties and tasks at the request of management.

Required qualifications, experience and competences

  • MA/MSc in Law, Public Finance, Public Administration, or similar degree;
  • At least 5 years of professional experience;
  • Specific experience with establishing and/or managing national or global funding programs, particularly with the establishment of international multi-donor trust funds;
  • Specific professional experience in public sector management and governance would be an advantage;
  • Understanding and interest in the current coal transformation agenda, especially with the focus on financing facilities;
  • Profound knowledge of the financing facilities management in Ukraine and worldwide;
  • High proficiency in written and spoken Ukrainian and English. German knowledge should be aspired if not yet existent;
  • Experience or at least interest for topics in the fields of energy transition, coal and extracting industries, structural change in coal regions in Ukraine and other European countries would be an asset;
  • Excellent organizational skills;
  • Excellent written and verbal communication skills in an international context;
  • Proficient use of MS Office package and digital communication tools.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv.The assignment starts asap. The contract duration is until 30 November 2024.
