Вакансія: Specialist in Telediagnosis Business Processes – Consultant
  1. Scope of work

The Local Health System Sustainability (LHSS) Ukraine activity works to mitigate corruption and strengthen governance of the healthcare system by developing the capacity of the Ministry of Health (MOH) and the eHealth State Enterprise. It aims to support the Government of Ukraine (GOU) to put in place the foundation for institutional arrangements and capacity to govern and ensure telemedicine is safely and sustainably offered to the population. The project further supports the rapid and rational scale up of telemedicine capacity in the context of the Russian invasion, and to help the Government of Ukraine to eventually integrate emergency telemedicine support investments into the health system.

Telemedicine services have grown rapidly in recent years because of the COVID-19 pandemic and, with the onset of Russia’s illegal invasion, have become an essential tool to maintain access to healthcare. To date, the growth of telemedicine use has been primarily private-sector-driven, regulations around telemedicine services are fragmented, and governmental roles and responsibilities remain unclear. The LHSS team closely work with the MoH, NHSU and eHealth State Enterprise and implementing partners in developing strategic vision/concept note for the telemedicine development in Ukraine as well as an implementation plan to serve as a guide that prioritizes and plans timing for key action steps on telemedicine development.

To support implementation of technical activities to develop telemedicine in Ukraine, LHSS seeks to hire a specialist in telediagnosis business processes. The consultant will closely cooperate with the LHSS Ukraine team (including other LHSS consultants), the MOH, the eHealth State Enterprise, and National Health Services Unit, on the development of technical models, algorithms, and business processes for the provision of medical services using telemedicine. The consultant is under the direct supervision of the Chief of Party. Specifically, the consultant will:

Task 1: Collect and provide requirements from key telemedicine stakeholders regarding the functioning of the telediagnosis process in Ukraine. The consultant will, in close cooperation with other LHSS consultants, conduct a series of meetings and interviews regarding telediagnostics, and then analyze the results and form a technical document on the functional and non-functional requirements for the project in terms of the operation of the telediagnosis process as part of the electronic health care system of Ukraine.

Expected deliverables: 

  • Notes on the results of meetings and interviews regarding telediagnosis processes (by November 30, 2022)
  • A document describing the functional and non-functional requirements for the process of functioning of telediagnosis (by November 30, 2022).

Tentative Dates and Estimated LOE:

  • The tentative dates for this task are November 14, 2022 – November 30, 2022
  • Anticipated LOE: 10 days

Task 2: Provide input to technical documentation and sections of the Terms of Reference for the enabling environment specifically for the telediagnosis processes.  This documentation includes policies, technical models, algorithms, business processes, and relevant sections of the TOR and participant approval of these documents. In close coordination with other LHSS consultants and under the direction of the LHSS Telemedicine Advisor, the consultant will hold  meetings with  end users of the system like providers, patients  and external stakeholders to produce technical documentation and obtain their input; will advise interested parties on optimization or construction of more effective eHealth technical models, business processes and algorithms for telediagnosis; sections of the Technical Regulations regarding requirements for telediagnosis processes and coordinate the technical aspects of integration   telediagnosis processes in the broader Ukrainian electronic health system. The consultant will also ensure adherence to existing software development life cycle (SDLC) requirements and timelines for technical documentation.

Expected deliverables: 

  • Inputs to technical documentation for the enabling environment in the context of arranging telediagnosis processes (technical models, algorithms, telemedicine business  telediagnosis processes, etc.) (by December 30, 2022).
  • Inputs to the Terms of Reference for  telediagnosis processes (by January 20, 2023)

Tentative Dates and Estimated LOE:

  • The tentative dates for this task are November 14, 2022 – January 20, 2023 
  • Anticipated LOE: 47 days

Task 3: Provide recommendations regarding the development of telediagnosis mechanisms between telemedicine solutions, information and communication systems, and the electronic healthcare system. The consultant will coordinate with other LHSS consultants and specialists from SE “E-Health” to provide these recommendations. 

Expected deliverables:

  • List of recommendations regarding the development  of telediagnosis mechanisms  between telemedicine solutions, information and communication systems, and the electronic health care system (by February 15, 2023).

Tentative Dates and Estimated LOE:

  • The tentative dates for this task are November 14 – February 15, 2023 
  • Anticipated LOE: 13 days

Task 4: Provide weekly updates and complete a Short-Term Consultant Technical Assistance Report within the final month of the consultancy. Template for the report will be given within 30 days of consultancy start. 

Expected deliverables:

  • Weekly updates (brief report) on task performance and supporting documents as required.
  • Short-term technical assistance report including all technical deliverables as attachments (by February 28, 2023). 

Tentative Dates and Estimated LOE:

  • The tentative dates for this task are January 1, 2023 – February 28, 2023
  • Anticipated LOE: up to 4 days  

2. Assumptions, Period of Performance, Expected Level of Effort (LOE), Reporting, Minimum Requirements and Travel

Assumptions: This contract is subject to the ability of the government and development partners to work with LHSS Ukraine, given the ongoing war with Russia, any restrictions due to related to COVID-19, and USAID’s ability to obtain approval from the Ministry of Health for work and activities.

Reporting: The consultant  will report to the LHSS Ukraine Chief of Party.

Location: The consultant will initiate the work remotely. The team will consider travel needs on an ongoing basis and update this agreement if travel is agreed upon. 

Security: Upon contracting, the consultant will be oriented to the LHSS Field Security Plan by the Security Focal Point, including the Safe Working Framework. The consultant will be required to comply with all project security measures and to prioritize their personal safety above all else.

Period of execution: The consultant period of performance begins on November 14, 2022 and ends on February 28, 2023 for 74 LOE days.

Minimum requirements:

  • Work experience of 2 years or more in the field of business analysis of IT projects of information medical technologies;
  • Experience in the field of system analysis, design software architecture, hiload solutions,  software development and integration of IT systems in medicine;
  • Understanding of the software life cycle, including SDLC processes;
  • Experience in writing technical specifications (ToRs or SRS) for IT projects;
  • Ability to model business processes (UML, BPMN, DFD, ERD);
  • Experience with task management systems (JIRA, Redmine, Git) and documentation management (Confluence, MS Project, etc.);
  • Desirable to have a high-level understanding of the processes of the electronic healthcare system of Ukraine, the functioning of medical information systems and specialized telemedicine solutions, etc.; 
  • Knowledge of the English language needed to read and understand technical documentation; develop technical specifications for IT specialists; and perform translation of the necessary parts of the documentation from Ukrainian into English;
  • Confident command of MS Office (Word, Excel, PowerPoint, etc.), Google tools;
  • Ability to work in a team and under tight deadlines.
