The Program Summary

Mercy Corps’ Ukraine response seeks to meet the humanitarian needs of vulnerable Ukrainians and other affected people where they are: displaced inside Ukraine, refugees in Poland, Romania, and Moldova, or trapped behind frontlines. We aim to reach 500,000 vulnerable people with multi-purpose cash assistance, in-kind humanitarian support, and protection services across four countries. Almost all our impact will be delivered in partnership: with Ukrainian, Polish, Romanian and Moldovan civil society organizations through a granting program that matches humanitarian action with capacity strengthening, and with peer international NGOs through a consortium in Ukraine.  Mercy Corps is responding with large-scale consortium programming with a focus on Multi-Purpose Cash Assistance (MPCA). The Consortium is a partnership between four international humanitarian aid agencies to model and deliver innovative, effective cash and other humanitarian assistance programs to support people affected within Ukraine. 

The Position

Sr. Talent Acquisition and Recruitment Officer will work under the supervision of HR Manager, the within the overall MC structure committed to provide reliable and compliant coordination and support to program activities inside Ukraine to achieve efficient service to program beneficiaries. The Recruitment Officer will ensure smooth flowing of Human Resource administration functions particularly for Ukrainian staff based in Kyiv, and supporting L’viv, Dnipro and Odessa as needed. Through implementing Mercy Corps Human Resources policies and procedures, the HR Officer will ensure that all personnel activities are handled in accordance with Mercy Corps, donor requirements and local legislation.

Essential Responsibilities

  • Manage the recruitment process in an open and transparent manner, from securing the support documents, through vacancy announcement, collection of applications, participating in shortlisting, coordinating interviews, and completing recruitment files
  • Train HR staff on the procedures of MC recruitment
  • Ensure posting all vacant positions in accordance with Ukraine Law
  • Ensure adherence to Mercy Corps Human Resources and administrative procedures by support staff in Ukrainian offices
  • Communicate on behalf of Mercy Corps to all job applicants with respect to their status relative to employment vacancies
  • Train, coach, and mentor hiring managers and staff on recruitment policies, interviewing techniques and process
  • Support managers in the recruitment stage until the filling the vacant role
  • Support Director of People Team and HR Manager to develop Recruitment Strategy and Annual Work Plan
  • Proactively engage in the Talent Acquisition and Recruitment clusters in Ukraine and bring added value to our recruitment process
  • Participate on Mercy Corps’ behalf at career fairs and other events, as applicable
  • Monitor and evaluate Mercy Corps recruitment processes and proactively define ways to improve these processes over time, make recommendations for improvements to the Human Resources Manual as appropriate
  • Prepare reports, analytics, and action plan on recruitment
  • Maintain confidentiality of all administrative and personnel issues including disciplinary procedures and contracts/ pay rates
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in Ukraine.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • University degree in Economics, HR, Law, Finance is preferred
  • Minimum 3-5 years of experience in Human Resources function (preferably in a non-government organization)
  • Experience in closing vacancies for min 3 years
  • Able to independently prescribe a strategy for sourcing and searching for candidates for various vacancies
  • Knows standard and non-standard search channels, has basic knowledge of marketing to attract candidates
  • Proficient in modern sourcing and interviewing techniques
  • Good understanding of Ukrainian legislation (labor and civil legislation)
  • Fluency in English and Ukrainian, both written and verbal
  • Computer skills are required. Knowledge and experience with HR professional software is an advantage
 

Success Factors

The candidate should be well organized and conscientious as well as self-driven. Candidate must be systematical, autonomous in work and result-oriented team player.

He/she must also prove to be responsible and must have experience handling sensitive and personal documents (high level of discretion).
