Advisor on Communications for Digital Diplomacy
(internal SAP code: Organizational Development and Management Advise Advisor ) (full-time, Kyiv)
While Ukraine has made great progress in institutionalizing the Ministry for Digital Transformation (MinDigital) and in the area of digital citizen services, it needs stronger advocacy to shape and align with European and international standards of digital transformation as a development goal. A new project on behalf of the German Federal Ministry for Digital and Transport (BMDV) will support MinDigital in its endeavors to improve its standards in technical documentation of IT tools and to develop a business model for sharing their digital achievements with other countries and to position itself as a digital forerunner.
Responsibilities:
- Supporting the Ukrainian Ministry of Digital Transformation in positioning themselves in international forums on digital politics by developing and implementing a communication plan.
- Organizing public discussions, panels, conferences etc.
- Setting up a monitoring concept for project milestones.
- Advisor will support the deputy project director in the technical, administrative and financial implementation of the project with responsibility for certain project milestones.
- He/She manages external consultants and supports contract management.
- Ensures monitoring and timely reporting, contributes to the overall knowledge and data management.
- The job holder takes over other activities and tasks upon the instruction of the manager.
Required qualifications, competences and experience:
- Higher-education degree in communications, political science or similar.
- At least 3 years working experience in journalism, PR or political communication.
- Excellent knowledge of digital transformation topics in the public sector in Ukraine.
- Cooperation experience: at least 3 years with the public sector in Ukraine.
- Excellent knowledge of international digital diplomacy.
- Experience with monitoring and evaluation of projects.
- Previous work experience in international development cooperation is an asset.
- Experience with complex stakeholder management.
- Experience of working in diverse teams (e.g. different cultural backgrounds).
- Very good command of Ukrainian, English. Knowledge of German is an advantage.
- Excellent working knowledge in the use of digital applications.
- Team player with excellent intercultural competences; proactive, innovative and hands-on attitude; high degree of discretion and integrity.
- Ability to work flexibly and independently, also under stressful conditions.
- Outstanding communication and facilitation skills.
- Readiness to participate in up-skilling activities in line with the relevant job requirements as agreed with the manager.
- Readiness for occasional business trips.

Employment conditions
