Deloitte is seeking resumes for qualified candidates to serve as Project Associate in support of the USAID Health Reform Support project. The position is full-time and will be based in Ukraine.

Project Description
The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
Russia’s ongoing invasion presents significant challenges to the Ukrainian health care system. HRS is in the process of pivoting activities across all five objectives to respond to the current and future needs of the Government of Ukraine (GOU).
Background/Objective
The Project Associate will support the Objective Lead to ensure successful objective organization, operations, and communications.
Responsibilities
Duties and responsibilities will include, but will not be limited to, the following.
- Assist the Objective Lead with tracking requests from the MOH, NHSU, SOE, and USAID as well as tracking implementation of all approved activities under the component;
- Support the Objective Lead with cross-cutting administrative activities and team engagement and management;
- Create tools, trackers, and templates to support the Objective Lead and team;
- Coordinate input for quarterly reports to USAID, the annual work plan for USAID, and other deliverables/requests for USAID and/or the GOU;
- Assure the high quality of project/activity deliverables related to eHealth by providing support in writing, formatting, and proofreading;
- Plan, schedule, coordinate, and help facilitate meetings and events;
- Assist the Objective Lead with managing and supervising relevant project staff and consultants under Objective 4 activities, as needed;
- Participate and record meeting minutes/notes in meetings with USAID, GOU counterparts, and other partners;
- Share and track action items in support of the Objective Lead and team;
- Support knowledge-sharing of health reform work across the project and with other Implementation Partners; and
- Support other ad hoc administrative and managerial tasks as directed by the Objective Lead.
Requirements
- Bachelor’s degree (or higher)
- Excellent written and verbal communication skills, using diplomatic and tactful language, even in stressful, time-sensitive situations
- Fluency in English, Russian, and Ukrainian
- Demonstrated competence in and at least three (3) years of coordinating and providing administrative assistance for large teams
- Excellent time management and organizational skills to prioritize and plan tasks
- Exceptional ability to meet deadlines
- Excellent presentation and meeting arrangement skills
- Ability to thrive in a fast-paced, fast-changing environment
- Positive team player with strong interpersonal and relationship-building skills
- Ability to take initiative, function independently and navigate ambiguity

Reporting
Project Associate will report to the Technical Advisor, e-Health/Health Management Information Systems (“Objective 4 Lead”).
