Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the programme “Support to the Decentralisation Reform in Ukraine / U-LEAD with Europe Phase II: Local School Rehabilitation for Resilience ” to fill the position:

Education Advisor (full-time, Kyiv)

(internal SAP code: Knowledge Management Advisor)

“U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme” is a multi-donor action of the European Union and its member states Germany, Sweden, Denmark, Poland, Estonia and Slovenia which supports the efforts of the Ukrainian government in the area of decentralisation and regional development, as a top priority on its political agenda. The reform aims at promoting a viable and empowered local self-government (LSG) and thus bringing a positive change to people’s lives.

Among the competences assigned early to municipalities during the last 8 years was the provision of primary and secondary education. This presented a great opportunity for LSG as it was accompanied by major modernisation of the education system in Ukraine, so municipalities and schools were tasked with implementing the vision of the ‘New Ukrainian School’ and the concept of the ‘New Educational Space’ for knowledge-based, inclusive and child-centred learning.

After 8 years of progress, Ukraine has suffered unprecedented attacks on its sovereign territory due to the large-scale invasion instigated by the Russian Federation. During 8 months since the war began, 2,677 educational establishments have been damaged, of which 331 have been completely destroyed. This has created a massive recovery and reconstruction challenge.

Local School Rehabilitation for Resilience

In this context, U-LEAD with Europe programme is launching a new initiative from January 2023 with funding from the EU and Germany: ‘Local School Rehabilitation for Resilience’. This will have two main work packages:

  • restoring and expanding education, including by supporting a sample of municipalities in schools’ repair and small-scale reconstruction (e.g. windows, roofs, inside classrooms, sports halls, and other facilities, such as for psychological support and counselling), supporting municipalities in transportation of pupils whose schools are damaged or destroyed to undamaged schools, and creating Digital Educational Centres in schools to ensure access to online education in the regions where the offline format is not possible;
  • and facilitating a safe and supportive environment for children to learn, by advising municipalities and schools on staff and legislation issues under martial law and providing support to implement school autonomy within the Ukrainian system; providing support to municipalities and school administration in crisis management, security concepts, psychological support to employees and students; and developing training curricula for municipalities on security for children, and providing ToT for teachers to implement it.

 Hence, we are looking for a highly motivated Education Advisor with good expertise in the education management system, education policy and the reform process in Ukraine. Experience in providing capacity development measures and in project management is essential.

Key responsibilities:

  • Providing expertise and advice on conflict-responsive schooling and effective education management at the municipal level to the U-LEAD programme and its partners;
  • Preparation and management of financing agreements and service contracts to implement the ‘Local School Rehabilitation for Resilience’ initiative;
  • Quality assurance of capacity development measures and other activities.
  • Engagement in monitoring and communication activities for the initiative.

 The Education Advisor is responsible for:

  • Take an active role in design and development of operational planning considering capacity development needs of local self-government bodies in Ukraine and changing legal frameworks;
  • Contribute to design, management and implementation of U-LEAD with Europe programme activities in Ukraine under this initiative;
  • Research the trends and best practices in local self-government and their legal framework in the area of expertise;
  • Moderate, facilitate and deliver (if necessary) capacity building measures for local self-government bodies in the field of responsibilities;
  • Liaise with U-LEAD advisors, international experts and other experts assigned by U-LEAD;
  • Ensure quality control of materials provided by the contracted experts;
  • Provide inputs and feedback to training and other materials provided by U-LEAD with Europe units upon request;
  • Collect, study and analyse information about the relevant legislation in education, provide input and feedback;
  • Contribute to the preparation and implementation of events, incl. round tables, discussion forums and workshops on education and decentralisation issues;
  • Participate in meetings and working groups on education;
  • Contribute to U-LEAD monitoring and evaluation (M&E) and data management;
  • Provide input to reports, briefings, presentations, summaries of reports in English and Ukrainian;
  • Maintain good flow of communication and information between all involved counterparts;
  • Support the implementation of other project activities and other assigned tasks;
  • Comply with GIZ rules and standards.

 Required qualifications and experience:

  • Master’s degree (or equivalent) in education, public management, social sciences or other related fields.
  • Professional experience:
  • At least 3 years of work experience in public sector, education management or in related areas (e.g. public management, political science, social sciences, organisational development etc.);
  • Experience in designing and delivering capacity development measures on education management issues;
  • Proven experience in project management;
  • Experience of work in an international environment;
  • Knowledge of public administration in Ukraine at national, oblast and local level;
  • Knowledge of civil society and international organisations in the field of education;
  • Good understanding of administrative and territorial reform, education reform in Ukraine;
  • Knowledge of local self-government standards, needs and problems;
  • Work experience in the field of education management as well as professional experience in local self-government is an advantage.Other knowledge, additional competences:
  • Strong organisational and planning competences;
  • Excellent communication, presentation and organisational skills;
  • Excellent written and spoken Ukrainian, very good command of the English language, good level of written English;
  • Very good working knowledge of IT technologies and computer applications (e.g. MS Office);
  • Readiness for occasional business trips within Ukraine, in compliance to the current GIZ travel policy;
  • Diligence and responsible work ethic;
  • Availability to take on responsibility and a corresponding sense for responsibility;
  • Ability to work under challenging conditions and tight deadlines, flexible and able to work with people of different professional and cultural backgrounds, result-oriented, well organised and motivated.

 Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting February 2023 – March 2023. The contract duration is until the end of December 2023.
