Deloitte is seeking resumes for qualified candidates to serve as Media and Outreach Consultant in support of the USAID Health Reform Support project. The position will be based in Ukraine.

Period of Performance: February 1, 2023 – September 30, 2023

Level of Effort: 145 days

Project Description:

The purpose of the USAID Health Reform Support (HRS) project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability, and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Scope of Services:

The Media and Outreach Consultant will provide technical assistance in implementing  eHealth Outreach Campaign for health professionals to ensure transparent, responsive, inclusive, and empowered GOU outreach in eHealth as one of the top health priority.

Description of Services:

• Ensure Media relations and publications of eHealth topics
• Ensure continuous collaboration and communication with health professionals and eHealth stakeholders (other ministries and institutions, local authorities, local health administrations, health providers, as well as different communities and associations, etc.).
• Support implementation of communication activities of eHealth Outreach Campaign
• Design, support implementation, and active participation in the offline and online events, trainings, webinars.
• Support production of information materials: print, video, etc.
• Develop data visualization and presentation based on analyzed campaign data
• Copyright different formats of content for public
• Perform other tasks related to the eHealth stream, if needed.

Requirements:

• At least 3-years of proven work experience as Communications Specialist/Manager
• Excellent experience in Media relations and Event management
• Proven experience in development coordination of all types of communications content: text, video, infographics, print, motions etc.
• Proven experience in arranging on-line and off-line events with government representatives’ participation (national and regional level)
• understanding of Ukraine’s health system and eHealth particularly will be an asset
• any reform communication support experience will be an asset
• professional experience with health care facilities will be an asset
• professional proficiency in Ukrainian with demonstrated good writing skills
• Excellent interpersonal communicational and organizational skills
• ability to work independently, meet deadlines and prioritize competing responsibilities
