Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.
In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris.
In order to face the challenges mentioned, procurement support to UNDP projects and programme activities is crucial to ensure implementation of organizational commitments and goals. Procurement team of the country office is seeking to hire professional and experienced procurement staff, ready for challenges and providing support in emergency environment.
Purpose
Ensure execution of transparent and efficient procurement services and processes in the CO, consistent with UNDP rules and regulations. Under the overall guidance of the Procurement specialist, the incumbent reports to Procurement Analyst. S/he assists the Procurement Analyst in the oversight of the support staff of the Procurement Unit. Works in close collaboration with the operations, programme and project teams in the CO and with UNDP HQs staff for resolving complex procurement-related issues and information exchange.
1) Ensures administration and implementation of the operational strategies focusing on achievement of the following results:
- Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper functioning of a client-oriented procurement management system.
- CO Procurement business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in Procurement and Logistics, control of the workflows in the Procurement Unit.
- Elaboration of proposals and implementation of cost saving and reduction strategies in consultation with office management.
- Provision of researched information for formulation and implementation of contract strategy and strategic procurement in the CO including tendering processes and evaluation, managing the contract and contractor, legal considerations and payment conditions, sourcing strategy, supplier selection and evaluation, quality management, e-procurement, and etc.
2) Organizes procurement processes for CO, NEX/DEX projects and at the request of other Agencies focusing on achievement of the following results
- Act as Country Office Strategic Procurement Unit alternative focal point.
- Act as Country Office Procurement focal point for procurement of goods and services below USD 10.000
- Preparation of procurement plans for the office and projects and their implementation monitoring.
- Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
- Preparation of Purchase orders and contracts in and outside Quantum, preparation of Recurring Purchase orders for contracting of services. Buyers profile in Quantum.
- Preparation of submissions to the Contract, Asset and Procurement Committee (CAP) and Regional/Advisory Committee on Procurement (ACP).
- Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
- Preparation of cost-recovery bills for the procurement services provided by UNDP to other Agencies.
- Support to UNDP corporate Dashboards oversight on procurement issues, as leaded/delegated by Procurement Analyst.
- Implementation of joint procurement processes for the UN Agencies in line with the UN reform.
- Analysis of requirements and support in elaboration of proposals on common procurement, management of long-term agreements in line with the latest developments in common services and the best practices.
3) Ensures implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:
- Development and update of the rosters of suppliers, implementation of supplier selection and evaluation.
- Support in management of e-procurement module as may be applicable.
4) Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
- Organization of trainings for the operations/ projects staff on Procurement.
- Synthesis of lessons learnt and best practices in Procurement.
- Sound contributions to knowledge networks and communities of practice.

Cross-Functional & Technical competencies

Education
- Secondary Education with specialized training in procurement or Bachelor’s degree in Business or Public Administration, Economics, Logistics, Procurement & Supply Chain or other related Social Science will be given consideration.
Experience
- 7 years of relevant procurement, logistics and/or administrative experience with Secondary education or 4 years of relevant experience with bachelor’s degree is required at the national or international level.
- Public procurement experience with UN Agency is highly desirable
- Acknowledgement with UNDP procurement procedures is an advantage
- UNDP Procurement Certification Programme Certificate is an advantage
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of automated procurement systems, experience in handling of web-based management systems
- CIPS 2 certification will be an added advantage.
- Fluency in English and Ukrainian.
