Global Communities is seeking a qualified and experienced Local Economic Development Expert for the ongoing USAID Decentralization Offering Better Results and Efficiency (DOBRE) Program.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

DOBRE’s Local Economic Development (LED) Component works closely with DOBRE’s partner consolidated communities (CCs) in Ukraine to design, develop and implement training and assistance activities in the CCs to improve the local business environment, stimulate entrepreneurism, develop the workforce, and attract new investment.

The LED Expert will lead the work of the LED Component and will supervise and work closely with the LED Specialist to achieve DOBRE’s LED goals and objectives.

SPECIFIC JOB RESPONSIBILITIES

The LED Expert will lead and support the following activities:

· Developing the LED program, designing materials and working closely with counterparts in DOBRE’s partner CCs
· Designing interventions to meet targets.
· Developing program workplans and budgets as requested.
· Providing ongoing technical input to the program.
· Ensuring adequate support to organizing LED events for counterparts in CCs, partner organizations and consultants.
· Liaising with regional Program Officers on LED tasks and projects.
· Communicating with partner organizations, consultants, grantees and program beneficiaries, disseminating program updates and collecting input.
· Identifying, mobilizing and managing international and local experts and organizations recruited to deliver training, consulting, and advisory services in support of DOBRE’s LED activities.
· Managing contracted local and international organizations and consultants to ensure the effective delivery of tasks and services.
· Coordinating with other DOBRE technical components to facilitate coordination and cohesion across DOBRE program interventions.
· Drafting and submitting program highlights, summaries, and weekly reports.
· Supervising the work of LED Program Specialist
· Supporting the performance of other relevant tasks.

KNOWLEDGE, SKILLS AND ABILITIES

· Ability to establish strong working relationships with partners, consultants, local government officials, business leaders, representatives of education, civil society and international donors.
· Must have Professional level English ability — both written and oral.
· Professional-level Ukrainian and Russian communication skills.
· Experience working/co-operating with businesses, NGOs, and local governments
· Relevant experience in project management, local economic development, capacity building/training.
· Ability to read and interpret documents and communicate with others as necessary to perform job duties effectively.
· Strong team player.
· Excellent communication skills.

EDUCATION and/or EXPERIENCE

· Master’s degree in economic development or related field.
· At least 8 years of experience in local economic development or related field.
· Successful record in advising local governments on local economic development strategies and related issues.
· Relevant experience in capacity building/training.

LANGUAGE SKILLS

Must have professional-level English, both written and oral. Professional-level Ukrainian and Russian communication skills also required. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively.
