Project Summary
The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.
The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.
Position Summary
Tetra Tech is looking to fill in a short-term consultancy position of a Climate Risk Assessment Specialist to support transformation of large gas sector enterprises in Ukraine in the framework of Environmental, social, and governance (ESG) project. The Specialist will support the team of experts working on ESG project on a regular basis providing the relevant information on existing climate risks assessment practices of Ukrainian gas sector enterprises, in compliance with the best practices, and main gaps that need to be resolved within the project. The Specialist is also expected to assist the project in building relations with the main stakeholders and authorities involved in climate-related activities in Ukrainian gas sector. Private Entrepreneur Status is required. The expected period of performance is 12 months.
Main Responsibilities:
- Delivering short reports on the requested topics;
- Data collection and data interpretation for the expert team’s needs;
- Providing with research on climate risk issues in Ukraine;
- Assisting in establishing relations with external stakeholders involved in climate topics;
- Reviewing the deliverables by expert team on climate risk assessment part of ESG project;
- Facilitation of workshops and stakeholder engagement to advance ESP’s related ESG projects;
- Performing other ad hoc tasks.
Qualifications:
- Extensive expertise in climate and environmental topics with the focus on the situation in Ukraine;
- At least 5 years of the relevant experience;
- Extensive involvement in climate and environmental activities of the large gas sector enterprises in Ukraine;
- Proven experience of work with governmental authorities of Ukraine dealing with climate and environmental policy;
- Previous experience of working at leading governmental and/or corporate positions in Ukrainian energy sector;
- Deep knowledge of the best global and European ESG practices;
- Good understanding of the main climate risk issues and risk assessment frameworks relevant for Ukrainian gas sector;
- Be passionate about fighting climate change and protecting the environment;
- Be fluent in English and Ukrainian including proficiency in relevant terminology.
